About measures for realization of initiative "Exceptional children of the President"

For the purpose of development of human capital in the country, early identification of gifted youth and training of highly qualified specialists, competitive in the global market of work, I decide:

I. Main objectives

1. Determine main objectives of adoption of this Decree:

(a) development of human capital in the country by early identification and full support of gifted youth;

(b) training of competitive specialists for the global market of work by address work with youth, and also creation of new innovative opportunities for development of the country;

(c) creation of the effective circle for interaction, experience exchange and realization of intellectual potential by consolidation of gifted youth in single platform.

II. Main objectives and management system initiative "Exceptional children of the President"

2. Approve the following offers of the Ministry of preschool and school education, the Ministry of Economics and finance, Al Yurtas of Umida Fund for preparation of perspective personnel in case of the President of the Republic of Uzbekistan (further - Al Yurtas of Umida Fund), and also the Agencies on cases of youth providing:

(a) realization of initiative "Exceptional children of the President" and the national program of its support (further - the National program);

(b) creation in system of the Agency of specialized educational institutions (further - the Agency) the International boarding school of Al-Beruni (further - School);

(c) the organization of activities of Community of support of gifted youth (further - Community).

3. Determine that the Community functions as the platform uniting scholars of Al Yurtas of Umida Fund, graduates of School, Presidential schools and New Uzbekistan University, participants of the National program, and also the talented compatriots who gained knowledge and experience in prestigious foreign highest educational and other organizations.

4. Approve:

(a) structure of National council on support of initiative "Exceptional children of the President" and its main objectives according to appendices No. No. 1 * and 2 *;

(b) the main directions of realization of initiative "Exceptional children of the President" according to appendix No. 3 *;

(c) "Road map" on realization of initiative "Exceptional children of the President" according to appendix No. 4 *;

() the List of the rights granted to the International boarding school of Al-Beruni within her academic, organizational and managerial and financial independence according to appendix No. 5 *;

(e) Procedure for financing of the International boarding school of Al-Beruni according to appendix No. 6*.

III. Organization of activities of the International boarding school of Al-Beruni

5. Determine that:

(a) The school is the state general average educational organization having complete academic, organizational and managerial and financial independence, and its general activities will be organized by the Supervisory board of the International boarding school of Al-Beruni under the chairmanship of the minister of preschool and school education;

(b) for the organization, control and coordination of the current activities of School the two-component management system takes root. At the same time the organization and control of educational process of School is exercised of the academic director, and coordination of administrative financial activities - the chief executive;

(c) educational process at School begins from 2025/2026 academic years;

(d) educational process at School will be organized in the following procedure:

(i) to graduates of School along with the education document of the state sample (certificate) issues the diploma of the international educational program (International Baccalaureate) giving receipt opportunity in the leading foreign highest educational organizations;

(ii) the system of individual work with pupils takes root, and also limiting standard rates of ratio of number of pupils to one adviser and one teacher in proportion 1:15 and 1:8 respectively are established;

(iii) educational process at School is performed on the basis of variable curricula and pupils in addition to English learn at least one additional foreign language;

(iv) assistance in creation of own portfolio including research and innovative startup projects, and also other social projects is rendered to pupils;

(e) the total extreme quantity of the pupils studying at School at the expense of means of the Government budget makes 180 people;

(e) the schoolhouse construction, its equipment and improvement are financed within the Development program of social and production infrastructure of the Republic of Uzbekistan for 2026.

IV. Implementation of the National program for support of initiative "Exceptional children of the President"

6. The national program covers the Yorkin Istejdod project ("Bright talents") provided by the Presidential decree of the Republic of Uzbekistan of March 26, 2025 No. UP-61, and is implemented on the following stages:

(a) annually on all republic on the basis of examination about 1 500 graduates of the 9th classes of the general average educational organizations of the current year having the potential for training in the foreign highest educational organizations are selected;

(b) within the National program the selected pupils are assigned to school advisers of schools in system of the Agency and during training in the 10-11th classes for them additional training through special platform will be organized. At the same time the limiting normative ratio of pupils to one adviser is established till 1:15;

(c) for pupils - participants of the National program short-term training courses in children's recreation camp "Renessans" of the Agency, proceeding from requirements of acceptance of the advanced foreign highest educational organizations of the world will be organized.

7. Establish procedure according to which within implementation of the National program the following mechanisms of stimulation are used:

(a) provision of possibility of annual single participation by the pupil of the 10th class of School and to 40 pupils - the participants of the National program having the highest rates in the short-term training programs organized by the prestigious foreign highest educational organizations;

(b) covering of expenses of graduates of School and pupils - participants of the National program on training in the foreign highest educational organizations entering in TOP 100 of the highest educational organizations of the international acknowledged academic rating, according to the procedure, established by this Decree;

(c) one-time awarding of advisers of schools, proceeding from indicator of receipts of the pupils assigned to them in the highest educational organizations, according to appendix No. 7*.
