About strengthening of measures for supervision, control and fight against bird flu in the territory of the Republic of Moldova

According to Art. 21 and Art. 29 of the Law No. 221/2007 on veterinary and sanitary activities, the Order of the Government No. 939/2008 about approval of Veterinary sanitary standard on supervision, control and fight against bird flu, the item of 14 subitems 16) Regulations on the organization and activities of the National agency for safety of foodstuff approved by the Order of the Government No. 14/2023 (further - the Agency), in view of availability of the cases of bird flu registered in the Republic of Moldova and also flashes of the centers in the region, for the purpose of non-admission of spread of bird flu in the territory of the Republic of Moldova, protection of livestock of birds from the nonprofessional livestock companies and commercial objects of the Republic of Moldova, and also for prevention of violation of useless trade within the country PRIKAZYVAYU:

1. To administrators of the authorized fairs of the animal and agricultural markets having veterinary and sanitary permission according to provisions of Art. 18 of the Law No. 221/2007 on veterinary and sanitary activities:

a) resolve the admission on the territory of fairs and the markets only of birds from the authorized companies having veterinary and sanitary permission and which are followed by veterinary sanitary certificates according to item 251 of the Regulations on setting standards of veterinary and sanitary certification of the goods which are subject to the state veterinary health control, the CEO of the National agency approved by the Order No. 57 of 8.02.2023 on safety of foodstuff after check by the veterinarian employed on object / the signed contract with object according to provisions of the Art. of 18 litas. c) h (2) the Law No. 221/2007 on veterinary and sanitary activities, with ensuring proper storage of copies of the specified certificates;

b) guarantee that transport units for live birds have operating authorization according to provisions of Art. 18 of the Law No. 221/2007 on veterinary and sanitary activities;

c) provide outside disinfection of transport units both on entrance, and at the exit from fairs of the animal and agricultural markets;

d) provide informing visitors on risk of bird flu and measures of prevention of bird flu by demonstration of information materials and audiovideos (if there are opportunities) which are provided by territorial subdivisions on safety of foodstuff.

1.1. Movement of birds from nonprofessional farms and commercial objects on fairs of animals, the agricultural markets, exhibitions of birds;

1.2. Sale of live birds in the agricultural markets and fairs of animals on all territory of the Republic of Moldova;

1.3. Organization of sports competitions to carrier pigeons.

2. Proceeding from provisions of Art. 18 of the item (14) Law No. 221/2007 on veterinary and sanitary activities, to resolve commercial poultry-farming objects sale to physical persons (the nonprofessional livestock companies) of no more than 200 birds.

3. From the imported birds, in 14 days from the moment of the placement on quarantine, and also from the birds intended for trade to the population (the nonprofessional livestock companies), no more than in 14 days prior to trade to select samples of kloakalny dabs, from 5 birds from each hen house, for carrying out virologic researches. To incubator units to allow on incubation only the eggs coming from the authorized poultry-farming objects having veterinary and sanitary permission and which are followed by veterinary sanitary certificates.

4. Allow movement of the certified bird (chickens and ducks) from the authorized farms having veterinary and sanitary permission in the nonprofessional livestock companies, the agricultural markets and fairs for animals only from objects which comply with the biosafety conditions provided in checking sheets according to the Order No. 57 of 27.06.2023 of the Ministry of Agriculture and the food industry.

5. In objects where biosafety conditions are not complied, to the veterinarian to refrain from certification of birds, and not to issue to territorial subdivisions on safety of foodstuff forms of the strict reporting according to the Order No. 57 of 8.02.2023 of the National agency on safety of foodstuff before providing proofs of remedial action of biosafety.

6. Charge to territorial subdivisions on safety of foodstuff:

6.1. Inform administrations of fairs for the animal, agricultural markets, exhibitions of birds, organizers of sports competitions with post to pigeons on provisions of this order.

6.2. Investigation of each case of illegal transportation of birds, agrees with the existing regulations;

6.3. Cooperation with bodies of local public authority, with authorized bodies with the purpose of fight against illegal trade and transportation of birds and products received from them;

6.4. Cooperation with bodies of local public authority, for the purpose of prohibition of access of birds from farms of the population out of limits of farms (meadows, lakes, the rivers), in order to avoid contact with wild birds and for weakening of transfer of bird flu to poultry.

6.5. Strengthening of potential on realization of provisions of the Order No. 228 of 8.07.2022 on strengthening of measures of passive supervision of bird flu and disease of Newcastle in the nonprofessional poultry-farming companies.

7. To provide to the poultry-farming objects delivering live bird and also the slaughters accepting live bird both before loading, and after unloading, careful cleaning and disinfection of transport units for live birds, including materials handling platforms.

8. This order becomes effective from the date of signing and will be published in the Official monitor of the Republic of Moldova.

9. In case of disagreement with this order it can be disputed on preliminary request in the National agency on safety of foodstuff (mun. Chisinau, Ulitsa Mikhail Kogelnichana, 63) within 30 days from the moment of the message or the notification.

10. To impose control of execution of this order on the deputy director general of the National agency on safety of foodstuff Alexander MANCHU.
