Bring in the Federal Law of April 22, 1996 No. 39-FZ "About the security market" (The Russian Federation Code, 1996, No. 17, Art. 1918; 2012, No. 53, Art. 7607; 2013, No. 30, Art. 4084; 2018, No. 53, Art. 8440; 2019, No. 31, Art. 4418; No. 52, Art. 7772; 2020, No. 31, Art. 5065; 2021, No. 27, Art. 5182) following changes:
Item 5 of Article 7 to state 1) in the following edition:
"5. If other is not provided by the Federal Laws or the agreement, and also the regulation of the Bank of Russia concerning transactions on transfer of securities, the depositary has no right to make transactions with securities of the depositor differently as at the request of the depositor. The bases, procedure, term and conditions of carrying out transactions by depositary on transfer of securities into the custody account without order of the depositor, and also the basis of refusal of depositary in their carrying out are established by the regulation of the Bank of Russia. The depositary has the right to refuse performed by orders of the depositor on carrying out account transactions of depot in case of availability of debt of the depositor on fee of depositary if other is not provided by the depositary agreement.";

"Documents for state registration of release (additional release) of issued securities are submitted to the Bank of Russia electronically (in the form of electronic documents). The Bank of Russia interacts with persons submitting the specified documents by means of the information resources posted on the official site of the Bank of Russia on the Internet including by provision to such persons of access to personal account.";
