1) in Article 10:
a) state part 2 in the following edition:
"2. The organizations having state registration, performing the activities at least three years from the date of their creation have rights to nomination of candidates in structure of public monitoring commission, the authorized purpose or activity of which is protection or assistance to protection of rights and freedoms of man and citizen. At the same time the organizations, except for the all-Russian public associations, shall have at least one year state registration or perform the activities in subject of the Russian Federation in which it is formed or the public monitoring commission will be formed. The organization can propose no more than two candidates for structure of public monitoring commission. The decision on nomination of candidates in structure of public monitoring commission is made by the supreme body of management or permanent governing body of the organization.";
b) to add Item 1 of part 4 after the word of "management" with the words "or permanent governing body";
c) state part 10 in the following edition:
