About additional measures for raising on new stage of development of the electrotechnical industry

For the last seven years the electrotechnical industry as a result of created in the field of conditions turned into large industry of the domestic industry of the republic in which production volume grew almost twice, export volume - by 7 times and its geography is expanded to 63 states.

For the purpose of development of the electrotechnical industry and adjacent to it industries, production incentive of high-technology products with high value added, widespread introduction to the sphere of research and development works:

1. Determine the main directions of development and raising on the new level of the electrotechnical industry in 2025 - 2027:

finishing share of value added in industry on average from 21 percent to 30 percent and production volume to 58 trillion sum;

finishing export volume to 3, 0 billion US dollars due to implementation of advanced technologies in processes of conversion, expansion and diversification of production of finished goods with high value added;

implementation of investment projects total cost 4, 0 billion US dollars by production incentive of high-technology electrotechnical products and further implementation of the innovative ideas;

increase in product competitiveness by automation of production and implementation of systems of digital control.

2. Approve:

Target indicators of development of the electrotechnical industry for 2025 - 2027 according to appendix No. 1 *;

Summary parameters of input of the investment projects realized in 2025 - 2027 within the Program of creation of new production capacities and diversification of production in the electrotechnical industry according to appendix No. 2 *;

Target indicators of purchase of electrotechnical products at domestic manufacturers, their official dealers and distributors for 2025 - 2027 according to appendix No. 3 *;

"Road map" on development of the electrotechnical industry and adjacent to it industries, to production incentive of high-technology products with high value added according to appendix No. 4*.

Government commission concerning investment attraction, development of the industry and regulation of trade (further - Government commission) to approve the address list of drafts of the Program of creation of new production capacities and diversification of production in a month and to take measures for their realization.

3. Determine that for the purpose of creation of favorable financial conditions for production incentive of industrial output with high value added since February 1, 2025 the following measures of support take root:

a) products made in the "conversion on customs area" mode are allowed to be placed in the "conversion on customs area" mode the subsequent producers for conversion in industrial cooperation;

b) the laboratory equipment and stock imported for own needs for the purpose of development of the companies and the organization of activities of the research centers (R&D), not made in the Republic of Uzbekistan and imported according to the list created in accordance with the established procedure are exempted from customs duty till February 1, 2028;

c) in case of construction of office buildings and constructions of legal entities with the state share more than 50 percent in authorized fund and state bodies, and also objects of the social sphere join in documentation on purchases the following requirements:

contractors buy necessary goods from domestic manufacturers in the Ecosystem of producers and/or the Electronic cooperation portal (further - portals);

in the absence of necessary goods on portals, their purchase on other electronic portals based on confirmatory references is allowed;

d) the auction on the basis of procedures of electronic shop in the Ecosystem of producers is held between the state customers and producers without restrictions connected with the cost of the agreement, at the same time offers are created on the basis of data of the certificate on goods of local production.

4. Determine that * for a period of three years from date of acceptance of high-technology production facility in operation the following tax benefits are provided to the companies of the electrotechnical industry which implemented high technology production according to appendix No. 5:

application of zero rate of the income tax regarding the income received from production on the basis of high technologies;

exemption of the property tax of legal entities on the parcels of land occupied with high-technology production facilities.

To the Ministry of Economics and finance together with the Tax Committee in two-month time to introduce to the Cabinet of Ministers the bill on introduction of corresponding changes and amendments in the Tax code concerning application of the privileges provided by this Item.

5. Agree with the offer of the Ministry of Economics and finance, the Ministries of investments, the industry and trade, Agency on management of the state assets and Chamber of Commerce and Industry about implementation of payments on the terms of payment by installments for up to 10 years upon purchase of real estate units of the state companies and companies with participation of the state which are purchased through the public biddings of the electrotechnical industry by the companies for implementation of investment projects in the field of electrical equipment.

6. Approve the offer of the Ministry of the higher education, science and innovations and Uzeltekhsanoat Association on creation of the Center of the advanced engineering (structural division) as a part of Eltech Lab limited liability company for the purpose of production of new types of products on the basis of advanced technologies, and also training of engineers and personnel of average link for the sphere.

To the ministry of the higher education, science and innovations in two-month time to allocate to Eltech Lab limited liability company grant in the amount of 10 billion sum by fund of science funding and support of innovations for financing of the expenses connected with the organization, equipping and conducting activities of this center.

7. To Chamber of Commerce and Industry and Uzeltekhsanoat Association:

a) together with the Ministry of the higher education, science and innovations in two-month time for the purpose of training of highly qualified personnel of average link and specialists workers for the companies of the electrotechnical industry to create under polytechnic No. 1 of the Jizzakh region and polytechnic of the city of Akhangarana in the Tashkent region engineering schools and to take measures for realization in them the educational program with involvement of domestic practicians of the companies of industry and the advanced foreign specialists.

At the same time:

to these polytechnics from the Government budget funds in the amount of on 5 billion sum are annually allocated for equipping, content of engineering schools and other expenses;

expenses on attraction in engineering schools of practicians of the companies of industry and the advanced foreign specialists are made by fund of assistance to trade.
