About measures for employment of the population and reducing poverty in 2025

For the purpose of widespread introduction in regions of new approaches on employment, attraction to entrepreneurship and increase in the income of the population, the organization of address work with the needing segments of the population and expansions of their scope with social services in makhallyakh, and also creations of high-profit workplaces and reducing poverty by increase in efficiency of use of the available resources, privileges and preferences:

1. Approve developed by the Ministry of employment and reducing poverty together with the Ministry of Economics and finance, the Central bank, the responsible ministries, departments, commercial banks, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent the Program of providing the population with work, revenue-producing, for 2025 (further - the Program) and in its framework:

Summary target indicators of providing the population with work, revenue-producing, according to appendices No. No. 1, 1.1 - 1.14 *;

Target indicators of employment and attraction to population entrepreneurship by commercial banks according to appendix No. 2 *;

Summary target indicators of training of unemployed population in professions and entrepreneurial skills according to appendices No. No. 3, 3.1 - 3.14 *;

Target indicators of removal from poverty of the population according to appendices No. No. 4, 4.1 - 4.14 *;

"Road map" on employment, attraction to entrepreneurship and removal from poverty of the population on the basis of new approaches according to appendix No. 5 *.

due to start of drayverny projects - 122 thousand people, and also for the project account of construction of micro industrial centers in regions - 21 thousand people;

for the transfer account to the population in lease of land, including formations of cooperatives on the basis of the principle "the company - cooperative - Dehkan economy" - 300 thousand people;

b) The Ministry of Agriculture (I. Abdurakhmonov), Council of farmers of Uzbekistan (A. Haitov), the Ministry of employment and reducing poverty (B. Zakhidov) by the organization of effective use of garden plots of the population, and also support of farmer and Dehkan farms - 1 169 thousand people;

c) The ministry of investments, the industry and trade (L. Kudratov), Chamber of Commerce and Industry (D. Vakhobov) for the realization account of investment projects - 290 thousand people;

d) The Ministry of Construction and Housing and Communal Services (Sh. Hidoyatov) for the realization account of projects in construction industry - 169 thousand people;

following the results of every month to provide to the President of the Republic of Uzbekistan information on effectiveness of the works which are carried out within program implementation, to elimination of lagging and increase in responsibility of officials.

4. Determine that 126 trillion sum go to the purposes of financial support of program implementation, including:

120 trillion sum - borrowing facilities of commercial banks for financial support of subjects of small and medium business, from them 2, 4 billion US dollars - means of foreign credit lines;

3,2 of one trillion sum - by budget funds for improvement of infrastructure 1 000 makhally, being in the most difficult situation;

1 trillion sum - by budget funds on creation of the infrastructure necessary for the drayverny projects serving as impulse of development of entrepreneurship in the industry, agricultural industry and service industry proceeding from specialization of areas and cities;

952 billion sum - for stimulation of measures for reducing poverty and employment of the population by means of the trust funds.

5. Approve the offer of the Ministry of employment and reducing poverty, Committee of veterinary science and development of livestock production, Parrandasanoat Association and JSB Mikrocreditbank on realization of Parranda Investment LLC in 2025-2026 in Namangan, Tashkent, Khorezm and other areas of the projects of ready business in system of cooperation in the sphere of poultry farming including the modern lethal companies (ptitseboyn) and cold storage warehouses, capacities for conversion of products and waste, cultivation of breeding chickens and production of poultry-farming products.

At the same time to Fund of reconstruction and developments to allocate funds in the amount of 50 million US dollars for increase in the authorized capital of JSB Mikrocreditbank for the purpose of financing of projects of ready business in system of cooperation in the sphere of poultry farming.

To the ministry of employment and reducing poverty (B. Zakhidov), to Committee of veterinary science and development of livestock production (B. Norkobilov), Parrandasanoat Associations (O. Butayev) to introduce the draft of the resolution providing procedure for formation of small poultry-farming farms on the basis of cooperation to the Cabinet of Ministers in a month.

6. To the ministry of ecology, environmental protection and climate changes (A. Abdukhakimov) together with Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent in 2025 with involvement of members of poor families to implement:
