About additional measures for further enhancement of system of rendering social services and the help to children with disability

For the purpose of providing program implementation "From poverty to wellbeing", elimination of the reasons limiting possibility of implementation of labor activity with families and creation of the conditions necessary for employment of members of families, by expansion of amount of rendering social services and the help, and also ensuring leaving on care of families of children with disability and preventions of social orphanhood:

1. Establish procedure according to which step by step since March 1, 2025 in the Republic of Karakalpakstan, the Andijan, Kashkadarya, Samarkand, Surkhandarya, Tashkent regions and the city of Tashkent according to the procedure of experiment, till October 1, 2025 - in other regions of the republic the service of day care for children with disability aged from 3 up to 18 years on the basis of public-private partnership takes root (further - service of day care).

At the same time children with disability are accepted in service of day care on the basis of the social agreement constituted between their parents (persons replacing them) and Inson social service centers and also according to the conclusion issued to Psikhologo - the medico-pedagogical commission in accordance with the established procedure.

2. Implement since March 1, 2025 procedure for support of the subjects of entrepreneurship performing activities in the direction of service of day care, according to which:

a) at the expense of means of the State Social Security Fund:

in one day of use of service of service of day care the subsidy in the amount of 25 percent of basic settlement size for each child aged from 3 up to 7 years, in the amount of 27 percent of basic settlement size for each child aged from 7 up to 18 years is allocated. At the same time for the regional centers, the cities of Tashkent and Nukus the size of subsidy is established by application of the raising 1,1 coefficient;

on each child with disability of the families included in the Register of poor families additional resources in the amount of 30 percent of the general size of the subsidy established by the paragraph the second this subitem are paid;

when establishing of transport servicing by the private partner for arrival and departure of the children living at distance in radius more than 3 kilometers from the place of the organization of service of day care compensation at the rate to 75 percent of basic settlement size in one month proceeding from the number of days of the actual visit by the pupil of this service is paid to it;

b) for purchase of furniture and stock within the project of public-private partnership to the subjects of entrepreneurship who organized service of day care till July 1, 2027 soft credits at the main rate of the Central bank are allocated.

At the same time resources at the rate to 30 billion sum at the rate on 4 percent points below the main rate of the Central bank at the expense of means of the State Social Security Fund are provided to the banks which are taking part in development programs of family entrepreneurship for allocation of soft credits.

3. Determine that for the purpose of digitalization of processes of the organization of rendering social services and the help:

a) till March 1, 2025 in the information system "Single National Social Protection" the information module "Management of Day Care of Service" with the following functions, and also its mobile application is created:

accounting of attendance of pupils by means of mobile application by means of technology of biometric identification of the personality;

automatic calculation of the size of the subsidies allocated at the expense of means of the State Social Security Fund on the basis of the pupils this to attendance;

b) till September 1, 2025 the Information system "Health of Children" which will promote early identification of the children of defects observed in development, timely scope by complex social medical care and to the prevention of disability at children, and also to ensuring successful socialization of children with disability with the following functions takes root:

implementation of the analysis of the made diagnoses by each child for scope complex social medical care;

the organization of multi-profile services for the registered children on the basis of the database including medical, rehabilitation, educational, social services and payments;

c) financing of expenses on start and the subsequent content of the information systems provided by this Item is performed at the expense of means of the State Social Security Fund.

4. To provide to the national agency of social protection together with the Ministry of Health and the Ministry of digital technologies timely start of information systems, the stipulated in Item 3 presents of the resolution, and in a month after start - implementation of their integration with the information systems "medico-social examination" and "Single National Social Protection".

5. To the national agency of social protection:

a) in three-months time together with the interested ministries and departments to make offers on modification and the amendments in the Tax code providing in the Cabinet of Ministers:

release for a period of up to January 1, 2030 the subjects of entrepreneurship rendering service of day care on the basis of public-private partnership from payment of all types of tax (except for the social tax);

appropriation of payments of parents (persons replacing them) for use of service of service of day care at the rate to 3 million sum a month to income group, not taxable;

b) till October 1, 2025 together with the Ministry of Economics and finance and Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent to make offers on expansion of scope with social services of children with disability in regions.

6. Assign to the deputy prime minister D. A. Kuchkarov and the adviser to the President of the Republic of Uzbekistan - the director of the National agency of social protection M. P. Olloyorov the personal responsibility for the effective organization of execution of this resolution.
