The purpose of this Law is regulation of the relations in the field of food security.
The legislation on food security consists of this Law and other acts of the legislation.
If the international treaty of the Republic of Uzbekistan establishes other rules, than those which are stipulated by the legislation the Republic of Uzbekistan about food security then are applied rules of the international treaty.
Operation of this Law extends to ensuring safe power supply of the population with the food having nutrition value, forming of effective market mechanisms and production of foodstuff and raw materials.
In this Law the following basic concepts are applied:
the state reserve - the part of the state material reserve consisting of the main types of the socially important food bought which are stored and not subject to reducing for the state needs;
main types of socially important food - the food constituting basis of diet of safe power supply of the population on structure and quantity and determined by the Cabinet of Ministers of the Republic of Uzbekistan;
food balance - system of assessment and calculation of perspectives of providing the population with main types of socially important food with indication of sources of covering of the internal consumer demand of the country;
turnover reserve of food and raw materials - storage of foodstuff and raw materials in variable amounts for the purpose of stable market support of food;
deficit of food - condition of shortage of some types of food in all territory or in certain region of the country;
food security - complete and uninterrupted providing socially important food with main types for healthy and active life of the population;
safe power supply - full providing in the physiological relation of the person with the food having nutritional value according to energy and biochemical demands of organism which can provide stability of the internal circle of body and resists to impact of adverse factors of the environment in different conditions, maintain functional activity of human body;
raw materials - the agricultural and forest products and food ingredients used in production of food.
The basic principles in the field of food security are:
stability of providing population with main types of socially important food;
transparency and openness (publicity) of information on food security;
rational use of food;
non-admission of discrimination when providing the population with main types of socially important food.
The main directions of state policy in the field of food security are:
forming of turnover reserve of food and raw materials according to the minimum regulations of consumption of food;
expansion of opportunities of adequate and uninterrupted providing population with main types of socially important food;
encouragement of production of food according to the health, veterinary, veterinary and sanitary, phytosanitary regulations and regulations established by acts of the legislation;
activation of foreign economic activity, and also maintenance of proper balance between export and import of main types of socially important food;
ensuring efficiency of activities in the field of food security and safe power supply of the population;
implementation of permanent monitoring of requirements of the market of food and raw materials.
The bodies performing activities in the field of food security are:
Cabinet of Ministers of the Republic of Uzbekistan;
Ministry of Agriculture of the Republic of Uzbekistan;
Ministry of Economics and finance of the Republic of Uzbekistan;
Ministry of investments, industry and trade of the Republic of Uzbekistan;
Committee of sanitary and epidemiologic wellbeing and public health under the Ministry of Health of the Republic of Uzbekistan;
executive bodies on places.
The republican executive bodies and other organizations which are not specified in part one of this Article participate in activities in the field of food security according to the procedure, established by the legislation.
Cabinet of Ministers of the Republic of Uzbekistan:
provides realization of single state policy in the field of food security;
determines operational measures for ensuring food security in case of deficit of food in the Republic of Uzbekistan;
claims and will organize implementation of state programs in the field of food security, and also provides control of their accomplishment;
determines priority innovation methods of enhancement of process from production of food before their delivery to the consumer;
determines measures for complex support of industries of production of food and raw materials, and also business entities in the field of food security;
also control of processes of prevention of risks in the field of food security exercises control;
makes decisions on economic support and stimulation of business entities in the field of food security;
approves food balances the next year;
determines procedure for forming and maintaining the database about food security.
The Cabinet of Ministers of the Republic of Uzbekistan can perform also other powers according to the legislation.
The Ministry of Agriculture of the Republic of Uzbekistan is authorized state body in the field of food security (further - authorized state body).
Authorized state body:
implements single state policy in the field of food security;
participates in development and implementation of state programs in the field of food security;
takes part in realization of operational measures for ensuring food security in case of deficit of food in the Republic of Uzbekistan;
coordinates activities of republican executive bodies and executive bodies on places in the field of food security;
prepares offers on support of the activities connected with production of food and raw materials and represents them to the Cabinet of Ministers of the Republic of Uzbekistan;
