About additional measures for increase in participation of private sector in the field of education

For the purpose of support of activities for rendering non-state educational services, further increase in share of private sector in the field of education, creating favorable conditions to subjects of entrepreneurship in this direction and implementations of innovative pedagogical forms, methods and technologies of training:

1. Take into consideration that according to resolutions of the President of the Republic of Uzbekistan of September 15, 2017 No. PP-3276 "About measures for further development of activities for rendering non-state educational services" and of September 5, 2018 No. PP-3931 "About measures for implementation of the new principles of management in system of preschool and school education" till January 1, 2025 are exempted from payment:

all types of tax (except for the social tax) and charges - the non-state preschool and general average educational organizations;

customs payments (except for charges for customs clearance) - the modern educational and laboratory equipment, the computer equipment, software products, educational and scientific and methodical literature, stock and material resources which are not made in the Republic of Uzbekistan, imported for equipment and ensuring activities of the non-state preschool and general average educational organizations for the lists created in accordance with the established procedure;

income tax and the social tax - the foreign teachers and specialists performing labor activity in the non-state preschool and general average educational organizations.

2. Approve offers of the Ministry of preschool and school education and the Ministry of Economics and finance on prolongation till January 1, 2030 of effective period of the privileges provided in Item 1 of this resolution.

3. Determine that since January 1, 2025:

the procedure for issue of the teaching entrance visas "A-2" to the foreign specialists involved by the non-state educational organizations to implementation of pedagogical activities on permanent basis takes root;

the amount of the collection levied in case of issue of confirmations on the right of implementation of labor activity in the territory of the Republic of Uzbekistan to the specialists involved from abroad with the state and non-state educational organizations from the 30-fold size of basic settlement size to single decreases;

the procedure for advanced training of the leading and pedagogical workers of non-state preschool, general averages and the out-of-school educational organizations at National institute of pedagogical skill of A. Avloni, the centers of pedagogical skill, and also in the non-state organizations of advanced training included in the register created in accordance with the established procedure at the expense of means of the Government budget takes root;

the payments provided in the subitem "g" of Item 5 of the resolution of the President of the Republic of Uzbekistan of July 26, 2023 No. PP-236 "About measures for carrying out legal experiment for implementation of investment projects and improvement of city infrastructure on the basis of mutually beneficial cooperation of the state and subjects of entrepreneurship in the city of Tashkent" (payments for covering of part of expenses on creation of engineering and communication networks and transport infrastructure), are not applied to projects on construction of the non-state preschool and general average educational organizations.

4. To the ministry of preschool and school education together with Chamber of Commerce and Industry and other interested ministries and departments to organize among the legal entities who are engaged in activities for rendering non-state educational services, work on explanation of essence and value of this resolution.

5. Make changes to some resolutions of the President of the Republic of Uzbekistan and the Government of the Republic of Uzbekistan according to appendix.

6. Following to bring in the Cabinet of Ministers:

To the Ministry of Economics and finance together with the Ministry of preschool and school education and the Tax Committee in a month - the bill on provision to the legal entities who are engaged in activities for rendering the non-state educational services, tax benefits provided by this resolution;

To the ministry of employment and reducing poverty together with the Ministry of preschool and school education in a month - the bill providing change of the amount of the collection levied in case of issue of confirmation on the right of implementation of labor activity in the territory of the Republic of Uzbekistan to the specialists involved by the non-state educational organizations from abroad;

To the ministry of preschool and school education together with the Ministry of Foreign Affairs, the Ministry of employment and reducing poverty and the Ministry of Justice in three-months time - offers on the changes and amendments in acts of the legislation following from this resolution.

7. Assign to the deputy prime minister of the Republic of Uzbekistan D. A. Kuchkarov, the minister of employment and reducing poverty B. E. Zakhidov and the minister of preschool and school education H. U. Umarova the personal responsibility for the effective organization of execution of this resolution.
