1. 2) providing to all potential suppliers of equal opportunities for participation in procurement;
3) fair competition among potential suppliers;
4) support of goods to domestic manufacturers, and also domestic suppliers of works and services in that measure in which it does not contradict the international treaties ratified by the Republic of Kazakhstan.";
add with Item 129-1 of the following content:
"129-1. Purchases of goods, works, services as method of tender are carried out by means of the portal by use of two-stage procedures.
Two-stage procedures of purchases of goods, works, services by means of the portal includes the following procedures:
1) tender among domestic producers;
2) tender.
