In recent years within the reforms undertaken in our country the legislation regulating the sphere of public procurements is enhanced and also the electronic system of public procurements providing transparency of public procurements and giving opportunity of open entry to information on them is implemented in practice.
At the same time there is need of further simplification of process of public procurements and their complete digitalization, expansion of participation of subjects of entrepreneurship by further strengthening of public control and competitive environment in this sphere.
This Law makes additions and changes to the Law of the Republic of Uzbekistan "About public procurements", providing implementation of new types of procurement procedures, such as the simplified procedure for procurement of small cost and two-stage public procurements. Along with it, the principle of stability the mechanism of implementation of centralized public procurements, procedure for the conclusion and implementation of the framework agreement, and also measure for the prevention of conflict of interest are determined by consideration of claims in the field of public procurements and other questions.
Adoption of this Law will serve ensuring transparency and expansion of competitive environment in the field of public procurements, to further enhancement of procurement procedures on the basis of the best practices of foreign countries, and also to creation of additional opportunities for broad involvement of subjects of entrepreneurship in more active participation in public procurements.
