1) in Article 8:

a) state part 1 in the following edition:

"1. The order of the client shall contain information allowing to transfer money within the applied forms of clearing settlements (further - transfer details). Transfer details, form (forms) of the order of the client, and also the rule of specifying at the disposal of the client of details of transfer are established by regulations of the Bank of Russia and (or) the agreement signed by the operator on money transfer with the client or between operators on money transfer and (or) determined according to part 9 of article 20 of this Federal Law, except for the details of transfer necessary for identification of the payments which are sources of forming of the income of budgets of budget system of the Russian Federation, other payments arriving into the treasurer accounts opened in bodies of the Federal Treasury, payments for performance of works, rendering services by autonomous organizations, descriptions of such details of transfer, rules of their specifying at the disposal of the client and form of the order of the client - physical person for implementation of the specified payments. The transfer details necessary for identification of the payments which are sources of forming of the income of budgets of budget system of the Russian Federation, other payments arriving into the treasurer accounts opened in bodies of the Federal Treasury, payments for performance of works, rendering services by autonomous organizations, the description of such details of transfer, the rule of their specifying at the disposal of the client and form of the order of the client - physical person for implementation of the specified payments are established by the Ministry of Finance of the Russian Federation in coordination with the Bank of Russia.";

b) in part 1.1 the second offer to state in the following edition: "Rules of encoding of the details of transfer necessary for identification of the payments which are sources of forming of the income of budgets of budget system of the Russian Federation of other payments arriving into the treasurer accounts opened in bodies of the Federal Treasury, payments for performance of works, rendering services by autonomous organizations are established by the Ministry of Finance of the Russian Federation in coordination with the Bank of Russia.";

c) add with parts 2.1 and 2.2 of the following content:

"2.1. The Bank of Russia has the right to determine the list, formats, procedure for forming, the description of structure and details of the electronic messages containing orders which form (forms) according to part of 1 this Article is established (are established) by regulations of the Bank of Russia and (or) is determined the procedure of control of structure and details of such electronic messages (are determined) according to part 9 of article 20 of this Federal Law, and also (further - album of the electronic messages containing orders).

2.2. The album of the electronic messages containing orders is posted on the official site of the Bank of Russia on the Internet. Changes in album of the electronic messages containing orders become effective after at least than 90 calendar days after day of their placement on the official site of the Bank of Russia on the Internet.";

"9. Rules of payment system of the Bank of Russia are established by regulations of the Bank of Russia based on this Federal Law. By rules of payment system of the Bank of Russia features of receipt of payment system of the Bank of Russia of services by participants within payment system of the Bank of Russia, including cases of obligation of use of these services and specifying of means of individualization of these services (service mark) can be established. The Bank of Russia determines transfer details, form (forms) of the orders applied in payment system of the Bank of Russia which are posted on the official site of the Bank of Russia on the Internet.".
