The subitem 14 of Item 1 of Article 127 to add 1) with words ", and also persons who are citizens of the states in which are permitted sex change by medical intervention, including use of the medicines directed to sex change, including to forming at the person primary and (or) secondary sexual characteristics of other floor and entering into identity documents, changes about sex of these citizens without medical intervention, and the stateless persons having the permanent residence in the specified states";
