Bring in article 5 of the Federal Law of November 2, 2023 No. 520-FZ "About introduction of amendments to articles 96.6 and 220.1 of the Budget code of the Russian Federation and separate legal acts of the Russian Federation, suspension of action of separate provisions of the Budget code of the Russian Federation and about establishment of features of execution of budgets of budget system of the Russian Federation in 2024" (The Russian Federation Code, 2023, No. 45, Art. 7991; 2024, No. 29, Art. 4106) following changes:
To add 1) with part 8.1 following of content:
"8.1. Determine that in course of execution of the federal budget in 2024 the Government of the Russian Federation has the right to make decisions on increase in budgetary appropriations of reserve fund of the Government of the Russian Federation at the amount up to 1500 billion rubles without introduction of amendments to the Federal law "About the Federal Budget for 2024 and for Planning Period of 2025 and 2026" with exceeding of total amount of expenses of the federal budget.";
To add 2) with part 28 of the following content:
"28. Determine that in 2024 the Government of the Russian Federation has the right to perform the state internal borrowings of the Russian Federation with exceeding of the indicators of upper limit of the public internal debt of the Russian Federation provided by the Federal Law "About the Federal Budget for 2024 and for Planning Period of 2025 and 2026", programs of the state internal borrowings of the Russian Federation for 2024.".
