About introduction of amendments to the Law of Ukraine "About public purchases" concerning ensuring promulgation by customers in electronic purchasing system of price information on material resources when purchasing services in running repair and works on construction (transparent construction)

The Verkhovna Rada of Ukraine decides:

I. Introduce in the Law of Ukraine "About public purchases" (Sheets of the Verkhovna Rada of Ukraine, 2019, No. 45, Art. 289 with the following changes) the following changes:

1. 20 parts five of Article 3 to state Item in the following edition:

"20) goods, works and/or services, delivery, accomplishment which provision is performed by the supplier with work experience in the countries of Europe and/or Asia and/or North America and/or South America and/or the Middle East at least five years (including his connected persons in understanding of the Tax code of Ukraine), except suppliers (including their connected persons in understanding of the Tax code of Ukraine) to whom sanctions according to the Law of Ukraine "About sanctions" are applied if such goods, works and/or services are necessary for:

scientific and technical and/or engineering services for geological exploration (geological studying, prospecting works) of fields of hydrocarbons;

well-drilling for hydrocarbon production;

developments of fields of hydrocarbons;

hydrocarbon production;

hydrocarbon production intensifications (layer hydraulic fracturing, workover, coil tubing);

land preparation of hydrocarbons for their transportation by trunk gas pipelines and oil pipelines;

conversions of hydrocarbons".

2. To state Items 10 and 11 of part one of Article 10 in the following edition:

"10) the purchase agreement and all appendices to it (including the documents containing price information on material resources) in mashinochitayushchy format (in case of promulgation of the purchase agreement specified in the paragraph the second to part one of article 41 of this Law) - within three working days from the date of its conclusion;
