In our country system work on guaranteeing the rights and freedoms of convicts, ensuring creating favorable conditions for convicts, and also to enhancement of the legislation providing further humanization of conditions of detention of prisoners in places of detention is carried out.
At the same time there is need of inclusion in the legislation of the regulations protecting honor and advantage of the convicts from the discrimination address and also providing the right to address to institutes and the international bodies on protection of human rights and freedoms in case of violation of the rights of convicts.
This Law makes the changes and additions in the Penitentiary code of the Republic of Uzbekistan providing according to the Constitution of the Republic of Uzbekistan in the new edition fixing of the rights of convicts to humane treatment, respect of honor and advantage, the address to the Representative of Oliy Majlis of the Republic of Uzbekistan for human rights (ombudsman), the Representative of Oliy Majlis of the Republic of Uzbekistan by the child's rights (Children's ombudsman) and in the international bodies on protection of human rights and freedoms and also the participation rights in elections and referendum of the convicts containing in places of detention for the committed heavy and especially serious crimes.
This Law will serve ensuring more reliable protection of the rights and legitimate interests of convicts, and also harmonization of the criminal and executive legislation with the principles and rules of international law relating to execution of the punishment and the treatment of convicts.
