"b) The ministry of digital development, communication and mass communications of the Russian Federation creates and provides realization of single technical policy, provides interdepartmental information and telecommunication interaction within the World system, including information and telecommunication interaction with the Republic of Belarus within the agreement with not participant of the World system signed according to Item 35 of this provision and also performs functions of the operator of the departmental segment;".
