Article 1

1) in Article 8:

a) in Item 1:

after the word "equipment" to add with the words "for production of ethyl alcohol, alcoholic and alcohol-containing products", words "the certificate of conformity or the declaration of conformity" shall be replaced with words "the declaration of conformity which is drawn up according to the procedure, established by the legislation of the Russian Federation, or the certificate of conformity";

add with paragraphs of the following content:

"The organizations performing turnover of ethyl alcohol, alcoholic and (or) alcohol-containing products (except for transportations of such products) and using for present purposes the capital processing equipment for turnover of ethyl alcohol, alcoholic and alcohol-containing products manufactured as in the territory of the Russian Federation, and beyond its limits shall have the certificate of conformity or the declaration of conformity issued according to the procedure on the specified equipment, established by the legislation of the Russian Federation.

The organizations transporting road transport of ethyl alcohol and not packed up alcohol-containing products with content of ethyl alcohol more than 25 percent of amount of finished goods, shall have on the equipment for accounting of amount of transportations of such products manufactured as in the territory of the Russian Federation, and beyond its limits, the certificate of conformity or the declaration of conformity issued according to the procedure, established by the legislation of the Russian Federation.";

b) to state paragraph two of Item 2 in the following edition:

"The capital processing equipment for production of wine, sparkling wine, fruit alcoholic products, fruit alcoholic beverages without addition of ethyl alcohol, vinogradosoderzhashchy drinks without addition of ethyl alcohol, the fruit fermented materials shall be equipped with the automatic gages and accounting of amount of finished goods which are sealed up by federal body on control and supervision. The capital processing equipment for production of beer and beer drinks, cider, Poiré, mead shall be equipped with the automatic gages and accounting of amount of finished goods which are sealed up by federal body on control and supervision or under its control. Cases and procedure for sealing under control of federal body on control and supervision of automatic gages and accounting of amount of finished goods which equip the capital processing equipment for production of beer and beer drinks, cider, Poiré, mead are established by the Government of the Russian Federation.";

c) in Item 6.1:

the paragraph one to state in the following edition:

"6.1. In case of acquisition of the capital processing equipment for the purpose of its use for production of ethyl alcohol, alcoholic and alcohol-containing products the licensee shall submit in the application for acquisition of this equipment, the list of types of this equipment, certificates of conformity licensing body or declarations on its compliance, and also:";

add with new paragraphs the second - the sixth the following content:

"the scheme of equipment of the capital processing equipment for production of ethyl alcohol, alcoholic and alcohol-containing products automatic gages and accounting of concentration and amount of anhydrous alcohol in finished goods, amount of finished goods. Lists of information on such equipment, automatic means and about communications which shall contain in the specified schemes of equipment of the capital processing equipment affirm federal body on control and supervision;

the calculation of production capacity of the capital processing equipment for production of ethyl alcohol or alcoholic products by each declared products type constituted according to the procedure and in form which are established by federal body on control and supervision;

copies of technical documentation of the manufacturer of automatic gages and accounting of concentration and amount of anhydrous alcohol in finished goods, amount of finished goods on the specified automatic means which installation is obligatory according to requirements of this Federal Law.

In case of acquisition of the capital processing equipment which is subject to state registration for production of ethyl alcohol specified in paragraphs the second - the fourth this Item documents and information are represented to federal body on control and supervision after state registration of such equipment.

The documents specified in paragraphs the second and fourth this Item are represented if the capital processing equipment planned to use for production of ethyl alcohol, alcoholic and alcohol-containing products is reflected in the scheme of equipment of the capital processing equipment for production of ethyl alcohol, alcoholic and alcohol-containing products automatic gages and accounting of concentration and amount of anhydrous alcohol in finished goods, amount of finished goods. The documents specified in paragraph three of this Item are represented if use of the declared capital processing equipment for production of ethyl alcohol or alcoholic products will lead to change of the production capacity specified in the unified state register of capacities of the capital processing equipment.";

to state the paragraph of the eighth in the following edition:

"The licensing body considers the submitted documents within 30 calendar days from the date of their obtaining. The specified documents can be sent by the licensee to the licensing body by means of the federal state information system "Single Portal of the State and Municipal Services (Functions)" in the form of the electronic documents signed by the strengthened qualified digital signature or the strengthened unqualified digital signature (it is used by the physical persons representing the interests of individual entrepreneurs and legal entities in the presence of the power of attorney confirming their powers in machine-readable type, the signed strengthened qualified digital signature of the principal, or the strengthened qualified digital signature of person to whom the power of attorney with the retrust right, or strengthened by the qualified digital signature of the notary if the power of attorney, including the power of attorney, issued according to the procedure of retrust is issued is certified by the notary), which certificate of key of check is created and is used in infrastructure, providing information and technological interaction of the information systems used for provision of the state and municipal services electronically in the procedure established by the Government of the Russian Federation, on condition of the organization of interaction of physical person with this infrastructure using the means of information protection which underwent in accordance with the established procedure assessment procedure of compliance.";

the tenth and eleventh to state paragraphs in the following edition:

"Use of the capital processing equipment for production and (or) turnover of ethyl alcohol, alcoholic and alcohol-containing products is allowed after 30 calendar days after submission to federal body on control and supervision of the documents specified in paragraphs the second - the fourth this Item, according to the procedure, established by this Item, on condition of lack of the decision specified in paragraph nine of this Item or before the expiration of 30 calendar days after submission of such documents provided that the licensing body makes the decision on admissibility of use of the capital processing equipment for production and (or) turnover of ethyl alcohol, alcoholic and alcohol-containing products.

Within three working days after day of decision making about admissibility of use of the capital processing equipment for production and (or) turnover of ethyl alcohol, alcoholic and alcohol-containing products or the decision on inadmissibility of use of the capital processing equipment for production and (or) turnover of ethyl alcohol, alcoholic and alcohol-containing products the relevant decision goes to the licensee by the same method which the licensee submitted documents to federal body on control and supervision (on paper or in electronic form by means of the federal state information system "Single Portal of the State and Municipal Services (Functions)")".;

add with the new paragraph the twelfth the following content:

"Data on admissibility of use of the capital processing equipment for production and (or) turnover of ethyl alcohol, alcoholic and alcohol-containing products are entered in the unified state register of capacities of the capital processing equipment within five calendar days after day of decision making about admissibility of use of the capital processing equipment for production and (or) turnover of ethyl alcohol, alcoholic and alcohol-containing products.";

d) in Item 13:

the paragraph one to add with words "what is reflected in the scheme of the communications connecting the capital processing equipment for production of ethyl alcohol to reservoirs for acceptance of ethyl alcohol for production of pharmaceutical substance of ethyl alcohol (ethanol)";

add with the new paragraph the second the following content:
