Article 9 to add 1) with parts of the following content:

"Subsoil users on subsoil plots of local value which are specified in Item of 1 part one of article 2.3 of this Law and provide in use according to the paragraph to the tenth Item 7 parts one of article 10.1 of this Law, there can be subjects of natural monopoly in the field of oil transportation and oil products on bulk distribution lines performing performance of works on construction, reconstruction, capital repairs of trunk oil pipelines, oil pipelines and their integral technological parts. The list of such trunk oil pipelines and oil pipelines affirms the Government of the Russian Federation.
