Bring in the Federal Law of December 29, 2017 No. 443-FZ "About the organization of traffic in the Russian Federation and about modification of separate legal acts of the Russian Federation" (The Russian Federation Code, 2018, No. 1, Art. 27; 2020, No. 31, Art. 5023; 2021, No. 1, Art. 33; No. 24, Art. 4188, 4206; 2023, No. 18, Art. 3249) following changes:
1) in Article 3:
a) add item 4 with the words "within the organization of traffic";
b) add with Item 11 of the following content:
"11) the traffic service level - the parameter of efficiency of the organization of traffic expressing the relation of average speed of movement of vehicles to the speed of vehicles in the conditions of free movement.";

a) Items 3 - 6 to state in the following edition:
"3) the organization of traffic on highways of federal importance, including traffic monitoring;
4) ensuring installation, replacement, dismantle and content of technical means of the organization of traffic on highways of federal importance;
5) establishment of requirements to structure and contents of documentation on the organization of traffic;
6) approval of methodical recommendations about the organization of traffic;";
