1. Terms with the corresponding determinations are hereunder applied:
The state system of the prevention and actions in emergency situations of the Republic of Uzbekistan (further GSChS) - the system consisting of structural divisions, forces and means republican and local executive bodies and other organizations having powers or performing duties in the field of protection of the population and the territories against emergency situations.
The operator of telecommunications (further - the operator) - the legal entity owning on the basis of the property right or other corporeal rights network of telecommunications (telephone communication, data transmission, mobile communication, television), providing it construction, functioning, development and rendering the corresponding services to telecommunication based on the license.
Provider of services of telecommunication (further - provider) - the legal entity rendering on commercial basis services of telecommunication to users through networks of operators.

The GSChS governing bodies - state bodies, regional authorities and administration of objects which competence includes the solution of questions of protection of the population and the territories from emergency situations.
Network of telecommunications - set of the means of telecommunication providing one or several types of transfers: telephone, cable, facsimile types, data transmission and other types of documentary messages, broadcast of television and broadcasting programs.
Network of personal radio challenge of general use (network of paging communication) - set of technical means via which by means of networks of telecommunications public there is transfer in radio channel of messages of limited amount.
System of broadcasting - the system intended for forming and transfer of broadcasting programs directly to the population or other users.
Note. Depending on type of programs differentiate systems of sound and television broadcasting, and depending on the circle of distribution - wire (cable) and on-air broadcasting, including satellite.
System of the centralized notification of civil protection - complex of technical means, channels of telecommunications, broadcastings and telecastings, and also the systems of broadcasting intended for bystry finishing signals and necessary information to officials of services of civil protection and the population of the republic in peace and wartime.
Emergency situations of natural and technogenic nature (further - emergency) - the situations in certain territory which developed as a result of accident, catastrophic crash, natural hazard of natural or other disaster, distribution quarantine and other infectious diseases, dangerous to the person, which can entail or entailed the human victims, damnification to human health or the surrounding environment, considerable material losses and violation of conditions of activity of people.

7. The equipment of system of the centralized notification of the Republic of Uzbekistan is on balance of the Ministry of Emergency Situations, and the equipment of intraregional system of the centralized notification is on balance of regional managements on emergency situations.
8. Local warning systems serve for the notification about threat or emergence of emergency of service personnel of objects, and also objects and the populations located in close proximity to it.
9. The equipment of special technical means republican, intraregional, district and city systems of the centralized notification is placed, as a rule, at the companies of the telecommunications performing activities based on the licenses granted by the Ministry of digital technologies of the Republic of Uzbekistan. Operational maintenance of the specified means will be organized and provide the companies of telecommunications on contractual basis with republican, regional and city managements on emergency situations (UChS).
10. The systems of the centralized notification accepted in operation shall be in permanent readiness for involvement. For the purpose of increase in responsibility of officials and prevention of unauthorized start of the equipment of the notification, systems of coding are applied, and counters and buttons of start on control panels are sealed by UChS.
11. Responsibility for safety of the telecommunications of technical means of the notification and communication placed on the objects belonging to UChS for permanent technical readiness of means of the notification and communication, their working capacity is born by the heads of the companies of telecommunications and their structural divisions who accepted these funds for operational maintenance.
