The conclusion of the agreements providing alienation of the sources of heat energy including functioning in the mode of the combined development of electrical and heat energy, thermal networks, centralized systems of hot water supply and separate objects of such systems assigned on the right of economic maintaining to the state or municipal companies or on the right of operational management to the state companies is performed by results of carrying out tenders according to the procedure, established by this Article, except for provisions of the specified rights to such property to state bodies, local government bodies.

2. The official site on the Internet for placement of information on carrying out the tenders specified in Item 1 of this Article is the official site of the Russian Federation on the Internet for placement of information on tendering determined by the Government of the Russian Federation (further in this Article - the official site in Internet network). Information on carrying out the tenders specified in Item 1 of this Article in addition is posted on the official sites of the state or municipal companies, state companies on the Internet (in the presence).

3. The information message about carrying out tender (further in this Article - the information message) concerning the property specified in Item 1 of this Article is subject to placement on the official site in Internet network, and also on the official site of the state or municipal company or state company on the Internet (in the presence) at least in thirty days prior to day of the deadline for submission of bids on participation in tender (further in this Article - the request) and shall contain the following data:

1) the name, the location, the postal address, the e-mail address and contact phone number of the state or municipal company or state company, made the relevant decision on alienation of such property, and also details of the specified decision;

2) the name, the location, the postal address, the e-mail address and contact phone number of the owner of such property, and also details of the document confirming the consent of the owner to alienation of such property;

3) name, location, postal address, e-mail address and contact phone number of the organizer of tender;

4) the name of such property and other data (the characteristic of property) allowing to individualize it;

5) the starting price of alienation of such property established in accordance with the legislation of the Russian Federation, regulating estimative activities provided that from the date of creation of the valuation report of object of assessment about day of placement on the official site went no more to Internet networks of the information message than six months;

6) information on encumbrance of such property by the obligations on its operation (operational obligations), to construction, reconstruction and (or) upgrade (investment obligations) specified in Items 40 and 41 of this Article (further also - tender conditions);

8) conditions and payment due dates, necessary account details;

9) amount of deposit, term and procedure for its introduction, necessary account details;

10) procedure, place, start and end dates of submission of requests, offers, procedure for withdrawal of requests;

11) the exhaustive list of the documents submitted by participants of tender and the requirement to their registration;

12) closing date of the agreement providing alienation of such property;

13) restrictions of participation of separate categories of physical persons and legal entities in the conclusion of the agreement providing alienation of such property;

14) procedure for determination of the winner of tender;

15) place and term of summing up tender;

16) data on all previous biddings on alienation of such property announced within the year preceding its alienation and results of these biddings;

17) the e-mail address for which the application, in case of application in electronic form can be submitted.
