About modification of the order of the Minister of national economy of the Republic of Kazakhstan of November 19, 2019 No. 90 "About approval of Rules of forming of rates"
I ORDER:
1. Bring in the order of the Minister of national economy of the Republic of Kazakhstan of November 19, 2019 No. 90 "About approval of Rules of forming of rates" (it is registered in the Register of state registration of regulatory legal acts for No. 19617) the following change:
in Rules of forming of the rates approved by the specified order:
the paragraph one of Item 602 to state in the following edition:
"602. In case of change of rate before the expiration of its effective period, except for the bases provided by subitems 4), 5), 7), 8), 9), 10), 11) and 12) of Item 601 of these rules the corresponding cost item changes.
At the same time, in case of the actual expenses or the income for the previous finished period (year) received because of difference of the price of purchase and sale of electrical energy at the single purchaser of electrical energy, department of authorized body and its territorial authority for subjects of natural monopolies in spheres of transfer of electrical energy, water supply and (or) water disposal changes costly part of the rate, on the amount which is unreasonably gained or the half-received income, except for costs on the balancing market of electrical energy, in case of change of rate based on Item 601 of these rules.".
2. To provide to committee on regulation of natural monopolies of the Ministry of national economy of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan state registration of this order in the Ministry of Justice of the Republic of Kazakhstan and its placement on Internet resource of the Ministry of national economy of the Republic of Kazakhstan.
3. To impose control of execution of this order on the first vice-minister of national economy of the Republic of Kazakhstan.
4. This order becomes effective after ten calendar days after day of its first official publication.
