According to Item 2 of the subprogramme "Social protection of family and children" the presidential program "Children of Belarus" for 2006-2010 approved by the Presidential decree of the Republic of Belarus of May 15, 2006 No. 318, and also for the purpose of strengthening of social support of the needy families raising children of the first two years of life, DECIDES: Council of Ministers of the Republic of Belarus

1. Determine that the right to free providing the first two years of life with food of children is had:

families of citizens of the Republic of Belarus, the foreign citizens and persons without citizenship who are constantly living in the Republic of Belarus (daleesem) at which the average per capita income per month does not exceed 100 percent of the largest size of the budget of subsistence minimum on average per capita approved by the Government of the Republic of Belarus for two last quarters;

families in case of the birth of triplets and more children without the average per capita income of family.

This resolution does not extend to the orphan children and children without parental support who are on the state providing in child care residential care facilities, orphanages of family type, tutorial, foster homes.

2. Approve the enclosed Regulations on procedure for free providing the first two years of life with food of children.

3. To the Ministry of Finance:

3.1. provide in 2007 based on calculations of the Ministry of Labour and Social Protection transfer of funds for free providing with food of children of the first two years of life provided in the republican budget for the Section "Health care" to budgets of areas and Minsk;
