About modification of some regulations

The Parliament adopts this organic law.

Art. I. - In appendix to the Law on approval of the Standard regulations on education and functioning of local and regional councils No. 457/2003 (Official monitor of the Republic of Moldova, 2003, Art. No. 248-253, 998), with subsequent changes, to make the following changes:

1. To add Chapter II of the Section II with Item 37-1 of the following content:

"37-1. Meetings of local and regional councils are open, except closed meetings, and can be broadcast on the air by national and local public channels of radio and television and on the official web page of local body of the public power according to Code regulations on audiovisual media services and the Law on transparency of decision making process No. 239/2008.".

2. State Item 44 in the following edition:

"44. Each adviser votes personally and cannot give the voice to other person. Vote can be open or secret. In case of open voting the voice of the adviser is expressed publicly by hand raising, way of roll-call vote or by means of electronic means.

Roll-call vote can be taken by means of electronic system of vote.

According to the proposal of the chairman at meeting or one of advisers council can make the decision on procedure for carrying out vote, except for case when the law or regulations on the organization and functioning of the relevant local council establish different way of vote.".

3. Add Item 45 with the following paragraph:

"Drafts of decisions of local councils on execution of judgments are brought up for vote of advisers which is taken by roll-call vote and according to part provisions (4) article 152 of the Executive code No. 443/2004.".

4. Add appendix with Item 45-1 of the following content:
