About meteorological and hydrological activities
The parliament adopts this organic law.
(1) the Purpose of this law is establishment of the legal basis of the meteorological and hydrological activities necessary for sustainable social and economic development of the country, and also for the prevention and minimization of impact of the dangerous meteorological and hydrological phenomena on life of people, property and safety of the state.
(2) the Subject of this law is regulation of the legal relationship arising in the course of the organization and implementation of meteorological and hydrological activities according to the international obligations assumed by the Republic of Moldova.
This law extends on the physical persons and legal entity performing activities, meteorological, hydrological and adjacent to it, in the territory of the Republic of Moldova and also to those who make or use meteorological and hydrological information and data.
(1) Legal regulation of meteorological and hydrological activities is performed on the basis of the Constitution of the Republic of Moldova, this law and other regulations in the field, and also on the basis of international treaties which party is the Republic of Moldova.
(2) If provisions of the international treaty which party is the Republic of Moldova establish rules, excellent from stipulated by the legislation the Republic of Moldova concerning meteorological and hydrological activities, provisions of the international treaty are applied.
For the purposes of this law the following concepts are determined:
meteorological and hydrological activities - set of types of activity, works and services in the field of meteorology, hydrology and adjacent areas concerning observation, collection, processing, the analysis, assessment, storage and provision meteorological and hydrological, agrometeorological and climatic supplied, the information and forecasts necessary for use of meteorological and climatic resources for the purpose of sustainable social and economic development of the country, and also for prevention and minimization of impact of the dangerous meteorological and hydrological phenomena on life of people, property and safety of the state;
the prevention - the meteorological and hydrological information distributed for the notification about availability of dangerous weather and hydrological conditions or about probability of their inevitable approach;
climate - set of the meteorological phenomena (temperature, winds, atmospheric precipitation) characterizing long-term average values of conditions in certain region;
basic meteorological and hydrological data - the values of meteorological and hydrological parameters characterizing state of environment and the phenomena in certain place and in certain time, received owing to accomplishment of the raw tool measurements and visual observations;
the dangerous meteorological and hydrological phenomena - the natural phenomena which depending on their intensity, can cause to time of origin, duration and the area of distribution or caused material damage to the population and national economy;
National fund of meteorological and hydrological data - set of the meteorological and hydrological data and information on state of environment received by subjects of Network of meteorological and hydrological observations in the territory of the Republic of Moldova and beyond its limits and which are stored the public organization competent of the field of meteorology and hydrology on information or paper;
meteorological and hydrological monitoring - system of observations, assessment and forecasting of condition and evolution of weather and hydrological conditions and phenomena, including climatic changes at the national and regional levels;
observations of weather and hydrological conditions - tool measurements and visual observations of the environment for the purpose of objective assessment of its meteorological, climatic, aerological, hydrological and agrometeorological characteristics and the phenomena;
