Article 1 to state 2) in the following edition:

"Article 1. Subject of regulation of this Federal Law

This Federal Law for the purpose of assistance to development of housing construction and to market grouping of affordable housing, creation of objects of tourist infrastructure and other development of the territories in the spheres provided by this Federal Law (further - other development of the territories), governs the relations arising between single institute of development in the housing sphere (further also - single institute of development), the organization for tourism development, public authorities, local government bodies, physical persons and legal entities, and also establishes features of implementation by single institute of development and the organization for tourism development of the activities provided by this Federal Law.";

"Article 3.1. Concept of the organization for tourism development. The purposes, the main objectives and functions of the organization for tourism development when implementing activities for tourism development

1. The organization for tourism development is understood as the legal entity - joint-stock company which 100 percent of shares is in property of the Russian Federation which is created for goal achievement, specified in this Article, performs activities in the territory of the Russian Federation and promotes carrying out state policy in the field of tourism.

2. The organization activity purposes on tourism development are assistance to tourism development in the territory of the Russian Federation, including creation of means of accommodation of citizens, objects of sanatorium treatment and rest, objects of public catering, objects and means of entertainment, subjects to cognitive, business, medical and improving, sports and other appointment (further - objects of tourist infrastructure), objects of the engineering and transport infrastructures and other objects intended for ensuring functioning of objects of tourist infrastructure, increase in investment appeal of such objects in the territory of the Russian Federation and also assistance of the organization and implementation of the investment projects directed to increase in level of social and economic development of subjects of the Russian Federation, creation of comfortable and favorable conditions in the field of tourism for citizens.

3. The main objectives of the organization for tourism development are:

1) investment attraction;

2) rendering assistance to stimulation of construction (reconstruction) objects of tourist infrastructure, objects of the engineering and transport infrastructures and other objects intended for ensuring functioning of objects of tourist infrastructure, including electric utility power grids, gas supply, heat supply, water supply, water disposal, communication, bank protection and shore protection constructions, the underwater constructions created as a result of carrying out dredging works, subjects to improvement of public city spaces, treatment facilities.

4. For the purpose of, provided by this Federal Law, the organization for tourism development acts as the agent of the Russian Federation and on its own behalf makes legal and other acts, including transactions, with the parcels of land and other real estate units which are in federal property which are stipulated in Article the 11th this Federal Law and concerning which the decision is accepted interdepartmental collegiate organ stipulated in Item 2.3 parts 1 of article 12 of this Federal Law.

5. For achievement of the purposes specified in part 2 of this Article and the solution of the tasks specified in part 3 of this Article the organization for tourism development as the agent of the Russian Federation performs the following functions:

1) holds auctions on the right of the conclusion of lease agreements of the parcels of land which are in federal property and on which the interdepartmental collegiate organ makes decisions, stipulated in Item 2.3 parts 1 of article 12 of this Federal Law (further - the parcels of land for the purposes of tourism development), including with the real estate units located on the parcels of land for the purposes of tourism development which are in federal property stipulated in Article the 11th this Federal Law, for placement of objects of tourist infrastructure;

2) represents the information about participants of the auctions specified in Item 1 of this part, which evaded from the conclusion following the results of such auctions of lease agreements of the parcels of land for the purposes of tourism development and also about persons with which the signed lease agreements of the parcels of land for the purposes of tourism development are terminated in connection with fundamental breach by specified persons of conditions of these lease agreements, for inclusion of these data in the register of unfair participants of auctions, stipulated in Article 39.12 Land codes of the Russian Federation;

Performs 3) in case of adoption of the decision by interdepartmental collegiate organ, stipulated in Item 2.3 parts 1 of article 12 of this Federal Law, sale of the real estate units which are in federal property or if such real estate units are located on the parcels of land which are in federal property, sale of such objects along with sale or provision in lease of the specified parcels of land;
