About measures for enhancement of system of rendering social services and the help aged and to persons with disability needing foreign leaving

For the purpose of enhancement of system of rendering social services aged and to persons with disability needing foreign leaving, creations of necessary conditions for their support, integration into society and independent life, digitalization of process of rendering social services and improvement of quality of the rendered social services:

1. Determine the priority directions of rendering social services and the help aged and to persons with disability needing foreign leaving:

optimization and digitalization of procedures of determination lonely and living alone aged and persons with disability needing foreign leaving (further - lonely aged and persons with disability);

expansion of scale of access to social services by means of data structure of services at the level waved;

ensuring socialization of persons needing foreign leaving by improvement of their health and quality of life;

expansion of participation of private sector by forming of economy of leaving in system of social protection;

implementation of system of the differentiated social services and the help proceeding from social condition lonely aged and persons with disability.

2. Determine that:

a) in the direction of identification lonely aged and persons with disability, rendering social services to them:

The Inson social service center performs maintaining the Register lonely and living alone aged and persons with disability needing foreign leaving in the information system "Single National Social Protection" (further - the register);

identification lonely aged both persons with disability and adoption of their addresses are performed at the level waved;

The Inson social service center approves results of assessment of level of needs in foreign leaving, and also the plan of rendering social services and the help in individual procedure (further - the Plan of rendering individual social services);

c) since March 1, 2024:

according to the legislation the flexible working schedule for rendering by assistants to social workers of services lonely aged and to persons with disability having limited opportunities of personal care, independent mobility and orientation takes root into all days of the week on hourly basis according to the plan of individual social services;

distribution of property of person which is under guardianship, and other transactions directed to the solution of its destiny are approved with Inson social service centers to the notarial certificate;

d) since April 1, 2024:

in Inson social service centers and medico-social organizations of system of the National agency of social protection in case of the President of the Republic of Uzbekistan (further - the Agency) the procedure for rendering paid services on contractual basis takes root. At the same time the list of the paid services rendered in Inson social service centers and medico-social organizations on contractual basis affirms the Agency in coordination with the Ministry of Economics and finance;

3. Establish procedure according to which since March 1, 2024:

d) in the direction of promotion of information on programs of rendering social services and the public assistance:

according to requests of the Agency the Ministry of digital technologies data on programs of rendering social services and the public assistance go to mobile means of communication of the population through mobile operators and content providers in the form of the SMS message;

the expenses connected with transfer to the user of the SMS message of mobile operators and content providers according to requests of the Agency do not join in tax base of legal entities.

At the same time the limit of SMS messages for transfer by mobile operators and content providers of data on social services and public assistance is allocated.

4. Agree with the offer of the Agency on renaming of houses boarding schools for aged and persons with disability Sakhovat and Republican boarding house for veterans of war and work in the Center of social support.

5. Determine that:

a) in the Center of social support:

offices of social and labor rehabilitation for the purpose of ensuring socialization lonely aged and persons with disability will be organized;

established posts on one social worker, reabilitologa and the labor instructor on the living 100 people within the operating established posts of each organizations of system of the Agency are entered;

at the request of living it occupation is allowed by labor activity;

b) since April 1, 2024 in the centers of social support located in the Samarkand and Fergana regions, the city of Tashkent according to the procedure of experiment:
