About measures for ensuring ecological stability by further increase in level of gardening in the republic and consecutive implementation of the national project "Yashil Macon"

In the country for the purpose of improvement of ecological situation, the prevention of negative impact of cross-border hot dry winds and pulverulent sandstorms on the environment a number of events is held.

For the expired period within the national project "Yashil Macon" 588 hectares of "green parks", 622 hectares of "green public parks", and also "green belts" around the cities of Bukhara, Nukus, Khiva and Urgench with a general extent of 40 km are created.

Along with it effective continuation of implementation of this national project requires acceptance of urgent measures today.

For the purpose of further promoting of the national project "Yashil Macon" in Uzbekistan, enhancement of system of public administration and widespread introduction of advanced technologies in the field of ecology, and also ensuring realization of the tasks determined by Strategy "Uzbekistan - 2030":

1. Determine that within implementation of the national project "Yashil Macon" the following additional mechanisms, according to which are used:

a) at least 50 percent of the means which are annually allocated from the Government budget go for financing of the projects "My Garden" for creation of "green gardens" and "green public parks" on the basis of public opinion by means of information portal "The open budget". At the same time:

on the basis of initiatives of the population creation of "green gardens" and "green public parks" by the cost which is not exceeding 250 million sum with representation of dislocation and pictures of the areas is initiated;

processes of forming and votes on the projects "My Garden" are taken annually in January-February;

b) the means which are annually allocated from the Government budget go according to the scheme according to appendix No. 1 * by means of the Investing program of address gardening of the Republic of Uzbekistan for creation:

tree nurseries, dendrology and botanical gardens in each region;

"green belts" around the cities and areas;

large gardens at least 5 hectares;

"green boards" for the purpose of decrease in impact of cross-border hot dry winds and pulverulent sandstorms;

c) financing at the expense of the following additional sources is allowed:

release of sovereign "green bonds" and "bonds of sustainable development";

adjustments of system of trade in carbon (carbon trading system).

Approve the purposes of the direction of the specified means according to appendix No. 2*.

2. For the purpose of strengthening of interest of the population in landing of saplings of trees and gardening of the territories:

a) "green gardens" along automobile and the railroads, coast of the rivers and channels, on not used part of the parcels of land of state bodies and organizations, including organizations of education and health care (except for lands of forest fund), are created based on the direct bilateral agreements signed for up to 10 years between owners and users of these lands and initiators - physical persons and legal entities, with the following provisions:

planting of trees on roadsides of roads at least to 5 rows;

provisions of possibility of use of the part of the grown-up trees which is not exceeding 30 percent a year in the industrial and construction purposes;

b) the parcels of land are provided to republican executive bodies and executive bodies on places for creation of "green gardens" on the basis of the right of permanent use.

To provide to Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent in two weeks the conclusion of the agreements provided by this Item and also allocation of the parcels of land in accordance with the established procedure.

3. To the Ministry of Justice in week time to develop and provide bringing to the ministries and departments, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent of the draft of the standard agreement about creation of "green gardens" providing improvement of the green territories and care of the trees and bushes planted in these territories.

4. To provide to the ministry of ecology, environmental protection and climate change (further - Minekologiya) taking measures to annual carrying out the tender "The Most Green Makhallya" according to the procedure, established by the Cabinet of Ministers, and also to encouragement at the expense of means of Ecological fund 14 makhally which by results of tender became winners, way:

transfers on 500 million sum in the relevant fund waved on landing and watering of trees, and also creation of "green public parks";

purchases and deliveries on one electric vehicle to self-government institutions of citizens for use in the office purposes.

5. And finance to provide to Minekologiya together with the Ministry of employment and reducing poverty, the Ministry of Agriculture, the Ministry of Economics employment at least 10 thousand people by establishing works on cultivation of saplings on the basis of nadomnichestvo on 1,5 thousand hectares of land of forest fund in 2024. At the same time:

about 5 hectares of lands are attached to each person who is engaged in cultivation of saplings on the basis of nadomnichestvo proceeding current status (category) of the available lands of forest fund based on the agreement;

cultivation of saplings on the basis of nadomnichestvo is performed according to the scheme according to appendix No. 3 *;

the initial target means necessary for establishing cultivation of saplings on the basis of nadomnichestvo, are allocated at the expense of means of Ecological fund.

6. Approve Minekologiya's proposals and the Ministry of Economics and finance on:

to implementation of the Green Payments platform on servicing of voluntary charitable expels of users of electronic payment systems and other consumers on support to the organization of planting of trees and bushes according to requests of physical persons and legal entities;

to creation of Green charity foundation in case of Minekologiya without formation of legal entity which is engaged in broad attraction of the population to landing of saplings of trees and bushes in the republic by means of the Green Payments platform;

to assignment on the minister of ecology, environmental protection and climate change of execution of tasks of the chairman of the board of Green charity foundation on a voluntary basis.

7. To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas together with Minekologiya and Committee on highways to take measures for creation of protective afforestations in 2024 - 2026 according to appendix No. 4*.

At the same time the Design institute of Yashilloyikh carries out project and surveying works taking into account edaphic-climatic conditions of regions with carrying out inventory count of highways public along which landing of saplings is provided.

8. For the purpose of consecutive continuation of works on creation of "green belts" around the cities of Bukhara, Nukus, Khiva and Urgench begun in 2020-2021 to approve:
