About acceptance in citizenship of the Russian Federation citizens of the Republic of Byelorussia, the Republic of Kazakhstan and the Republic of Moldova

For the purpose of protection of rights and freedoms of man and citizen, being guided by the conventional principles and rules of international law, according to item 4 of part 1 of article 28 of the Federal Law of April 28, 2023 "About citizenship of the Russian Federation" I decide No. 138-FZ:

1. Determine that in citizenship of the Russian Federation according to part 9 of article 16 of the Federal Law of April 28, 2023 No. 138-FZ "About citizenship of the Russian Federation" has the right to file the application for admission constantly living in the Russian Federation (irrespective of the term of permanent residence) the following foreign citizens who reached age of 18 years and having capacity to act:

a) citizens of the Republic of Byelorussia - without observance of the requirements provided by Items 1 - 3 parts 1 of article 15 of the called Federal Law;

b) citizens of the Republic of Kazakhstan and the Republic of Moldova - without observance of the requirements provided by Items 1 and 3 of part 1 of article 15 of the called Federal Law.

2. Citizens of the Republic of Byelorussia together with the application for admission submit the residence permit and the document proving their identity and nationality to citizenship of the Russian Federation.

3. Citizens of the Republic of Kazakhstan and the Republic of Moldova, in addition to documents, the stipulated in Item 2 presents of the Decree, together with the application for admission represent to nationality also one of the documents confirming possession of Russian according to the subitem "b" of Item 39 of the Regulations on procedure for consideration of questions of the citizenship of the Russian Federation approved by the Presidential decree of the Russian Federation of November 22, 2023 No. 889, if the specified foreign citizens are not exempted from submission of such document according to Item 40 of the called Provision.

4. Determine that citizens of the Republic of Byelorussia, the Republic of Kazakhstan and the Republic of Moldova submit the application for admission to citizenship of the Russian Federation in the Ministry of Internal Affairs of the Russian Federation or its territorial authority according to the procedure and in form which are provided by the Regulations on procedure for consideration of questions of citizenship of the Russian Federation approved by the Presidential decree of the Russian Federation of November 22, 2023 No. 889.

5. Consideration of the applications about acceptance in citizenship of the Russian Federation of citizens of the Republic of Byelorussia, the Republic of Kazakhstan and the Republic of Moldova and decision making according to these statements are performed by the Ministry of Internal Affairs of the Russian Federation or its territorial authority according to the procedure, No. 138-FZ established by Chapter 6 of the Federal Law of April 28, 2023 "About citizenship of the Russian Federation" and the Regulations on procedure for consideration of questions of citizenship of the Russian Federation approved by the Presidential decree of the Russian Federation of November 22, 2023 No. 889.
