About modification of some regulations

This law partially shifts the Directive 2014/25/EU of the European Parliament and Council of February 26, 2014 about purchases by the organizations performing activities in sectors of water resources, power, transport and post services, and cancellation of the Directive 2004/17/EU (part (6) Articles 1, Item 12 of Article 2, of Article 4-6, Item (b) of part (1) Articles 8, of part (1) and (3) Articles 17, of part (1) and (2) Articles 20, Item (c) (i) of Article 21, Article 23, of part (1) and (2) articles 25, of article 26-28, part (1) Articles 34, part (1) Articles 35, parts (1), (4) and (5) Articles 40, part (2) Articles 41, parts (2) - (4) Articles 45, part (1) Articles 51, parts (1) and (2) Articles 62, part (1) Articles 63, part (3) Articles 66, part (2) Articles 67, part (2) Articles 70, Article 73, part (1) Articles 74, part (3) Articles 75, part (1) Articles 79, part (3) Articles 84, part (2) Articles 96, parts (1) - (4) Articles 99, Article 100, and also Item 20) parts A of appendix VI), published in the Official magazine of the European Union by L 94 of March 28, 2014, with the last changes made by the Delegated Regulations (EU) 2021/1953 Commissions of November 10, 2021.
Art. I. - In the Law on purchases in sectors of power, water resources, transport and post services No. 74/2020 (Official monitor of the Republic of Moldova, 2020, Art. No. 153-158, 278), with subsequent changes, to make the following changes:
1. In harmonization formula to exclude the word "partially".
2. Add Article 1 with parts (4) - (7) the following content:
"(4) the scope of this law does not include the services of general meaning which do not have economic nature and not assuming their payment by the user such as the services which are exclusive prerogative of the state, respectively, police, justice and system of the national social insurance, and also other services which can be qualified as the services which do not have economic nature.
(5) the Government estimates need of adjustment of the limits provided in part every two years (1), and if necessary offers Parliament their review.
