About measures for expansion of infrastructure of operation of electric vehicles

For the purpose of acceleration of transition to "green economy", promoting of operation of electric vehicles, and also stimulation and development of creation of network of stations of their charging:

1. Agree with the offer of the Ministry of construction and the Department of Energy on establishment since January 1, 2024 of the requirement for obligatory inclusion of stations of charging of electric vehicles in projects of the under construction in the republic trade and business centers, entertainment complexes, gas stations, hotels, infrastructure facilities along highways of the international and state value.

In three-months time to provide to the ministry of construction entering of corresponding changes into the regulations in the field of technical regulation prohibiting approval (approval) of projects of the objects which are not conforming to the specified requirement.

2. To the Cabinet of Ministers to approve the Program of measures for finishing number of stations of charging of electric vehicles in the republic at least to 2 500 units until the end of 2024 in a month. At the same time to provide:

exposure to auction by Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent of the parcels of land for installation of 1 500 stations of charging of electric vehicles in the places adjacent to networks of electricity transmissions, transformer Items and substations, during 2023;

creation by Regional Power Networks Joint-stock company at least 500 stations of charging of electric vehicles near power lines, transformer Items and substations located in the places adjacent to highways of the international and state value;

carrying out by the Agency according to the inventory under the State Tax Committee of inventory count of the parcels of land of state bodies and state bodies on places, their territorial subdivisions and exposure of the parcels of land to biddings by means of AIS "K-SAVDO" for placement at least 500 stations of charging of electric vehicles in 2023-2024.

3. Determine that since January 1, 2023:

subjects of entrepreneurship are granted right to sell (realization) of electrical energy by means of stations of charging of electric vehicles for the purpose of charging of the vehicles moving from sources of electrical energy;

rates (prices) of services of charging of vehicles are established by subjects of entrepreneurship independently, irrespective of the approved electricity tariffs.

4. To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent together with the Department of Energy, the Ministry of transport and Uzneftegazinspektion till December 1, 2023 to take measures for installation at least one (four-channel) the station of charging of electric vehicles capacity of 60 kW and more in operating points of filling of cars with gasoline, diesel fuel and gas.

5. Exempt during the period from January 1, 2023 to January 1, 2026 from:

the land tax from legal entities - the station of charging of electric vehicles, and also the parcels of land on which car parks (parking) are located, the property tax of legal entities - the station of charging of electric vehicles;

the income tax - subjects of entrepreneurship which core activity is rendering services of charging of the vehicles (having revenue share from this type of activity in the total volume of realization of 50 percent and more);

the receipts tax according to the income from rendering services of charging of vehicles;

customs duty - the station of charging of electric vehicles, their components and production equipment of service infrastructure imported from abroad according to the lists created in accordance with the established procedure.

general requirements and single standards of connection of stations of charging of electric vehicles to electric utility service and the services rendered by them;

Procedure for installation, operation and carrying out periodic technical inspection of stations of charging of electric vehicles.

7. To the Ministry of Economic Development and reducings poverty, to the Department of Energy and the Ministry of Finance till July 1, 2023 to complete actions for creation of Special fund of development of "green economy". At the same time to pay special attention:

to determination of sources of forming of Fund, their forming first of all at the expense of soft credits and grant means of the international financial institutions, with involvement of the international audit and consulting companies;

to determination of the program and mechanisms of support of development of wide use of renewable energy resources by the population and entrepreneurs;

to promoting of electric vehicles and expansion of infrastructure of their operation.

8. To the Ministry of Economic Development and reducings poverty together with the interested ministries and departments in three-months time to make in the Cabinet of Ministers offers on the changes and amendments in acts of the legislation following from this resolution.

9. To the Ministry of Economic Development and reducings poverty, to the Department of Energy and JSC Uzavtosanoat together with National news agency of Uzbekistan and National broadcasting company of Uzbekistan to provide regular bringing to the general public of data on rather low operating costs and field service of electric vehicles, their rather smaller environmental damage in comparison with internal combustion engine vehicles.

10. Assign to the adviser to the Prime Minister B. F. Islamov the personal responsibility for the effective organization of execution of this resolution.
