About modification of some legal acts concerning intelligence and counterintelligence activities

Introduce in the Law of the Kyrgyz Republic "About electric and mail service" (Sheets of Jogorku Kenesh of the Kyrgyz Republic, 1998, No. 8, the Art. 230a) the following changes:
in Article 21-1:
a) to state the name of Article in the following edition: "Article 21-1. Obligations of telecom operators and restriction of the rights of users with communication services when carrying out special investigative actions and counterprospecting actions";
b) state Item 1 in the following edition:
"1. Telecom operators shall provide to the investigator when carrying out special investigative actions and to the authorized state bodies performing counterintelligence activities in communication networks, information on users communication services and also other information necessary for accomplishment of the tasks assigned to these bodies, to provide to them organizational and program technical capabilities of carrying out special investigative actions and counterprospecting actions in all networks and on communication channels, access to databases, the automated systems of the telecom operator in the cases established by the legislation of the Kyrgyz Republic.";
c) in Item 2 of the word "operational search" shall be replaced with words "special investigative actions and counterprospecting";
d) in item 4:
- word in paragraph one "systems operational search" and "implementation operational search" shall be replaced with words "systems of special investigative actions and counterprospecting" and "implementation of special investigative actions and counterprospecting" respectively;
- "state bodies" to add paragraph two after words with the word of "special";
