Article 1

Bring in the Federal Law of July 18, 2011 No. 223-FZ "About purchases of goods, works, services as separate types of legal entities" (The Russian Federation Code, 2011, No. 30, Art. 4571; 2012, No. 53, Art. 7649; 2013, No. 52, Art. 6961; 2015, No. 27, Art. 3947; 2016, No. 15, Art. 2066; 2018, No. 1, Art. 65, 89; No. 27, Art. 3957; 2019, No. 31, Art. 4422; 2020, No. 17, Art. 2702; No. 52, Art. 8598; 2021, No. 9, Art. 1467; No. 15, Art. 2453; No. 27, Art. 5105) following changes:

Shall be replaced with words 1) in part 25 of Article 3.2 of the word of "purchase execution according to article 3.4 of this Federal Law" "purchase execution case according to article 3.4 of this Federal Law in case of which tender security on participation in such purchase is provided according to part 12 of article 3.4 of this Federal Law";

2) in Article 3.4:

a) in part 12 "bank" to replace the word with the word "independent";

b) add with parts 14.1 - 14.3 following of content:

"14.1. The independent guarantee provided as tender security on participation in competitive purchase with participation of subjects of small and medium entrepreneurship shall conform to the following requirements:

1) the independent guarantee shall be issued by the guarantor provided by part 1 of article 45 of the Federal Law of April 5, 2013 No. 44-FZ "About contractual system in the field of purchases of goods, works, services for ensuring the state and municipal needs";
