3. Form the state trust budget fund of the organization of collection (procurement) and use of waste as secondary raw materials (further - fund) and to determine that:

3.1. sources of forming of fund are:

remaining balance of the means which arrived on the special settlement account of the Ministry of Trade in 2005-2006 in the form of payment for the organization of collection and conversion of waste of glass container and container on the basis of paper and cardboard;

other sources which are not prohibited by the legislation;

3.2. fund is considered on the special treasurer account opened in the Main State Treasury. The specified means separately are considered in profitable and account part of the republican budget;

3.3. fund is allocated on:

accomplishment of the experimental, pilot and project works connected with collection (procurement) and use of waste as secondary raw materials;

development and accomplishment of programs for the address with waste, implementation of investment projects, implementation of new technologies for collection and use of waste of glass container and container on the basis of paper and cardboard as secondary raw materials;

development, production and acquisition of the equipment for the organization of separate collection (procurement) and use of secondary resources, acquisition of vehicles for transportation of secondary raw materials;
