About approval of Sanitary standards, rules and hygienic standard rates "Hygienic requirements to the companies for conversion and pouring of mineral waters"

Based on the Law of the Republic of Belarus of November 23, 1993 "About sanitary and epidemic wellbeing of the population" in edition of the Law of the Republic of Belarus of May 23, 2000, the Regulations on the Ministry of Health of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of October 28, 2011 No. 1446 "About some questions of the Ministry of Health and measures for implementation of the Presidential decree of the Republic of Belarus of August 11, 2011 No. 360" the Ministry of Health of the Republic of Belarus DECIDES:

1. Approve the enclosed Sanitary standards, rules and hygienic standard rates "Hygienic requirements to the companies for conversion and pouring of mineral waters".

2. This resolution becomes effective in 15 working days after its signing.

Sanitary standards, rules and hygienic standard rates "Hygienic requirements to the companies for conversion and pouring of mineral waters"

Chapter 1. General provisions

1. These Sanitary standards, rules and hygienic standard rates establish hygienic requirements to the device, the equipment, content and activities of the operating, projectible and companies under construction performing conversion and pouring of mineral waters (further if other is not established by these Sanitary standards, rules and hygienic standard rates, – the companies), and are aimed at providing workers of working conditions, pouring of high-quality and safe drinking mineral waters, safe for health.

2. The construction and commissioning new, reconstruction, technical retrofitting and expansion of operating plants shall be performed according to requirements of the legislation of the Republic of Belarus.

3. At the companies the principles of quality control and safety of foodstuff on the basis of risk analysis and control critical points shall be applied.

4. Blocking of the companies with other companies, except for the companies of the meat-and-milk and fish processing industry is allowed.

5. The range of the spilled mineral waters shall correspond to production capacities, type and equipment of the company.

6. At the companies shall be available:

plans of placement of factory, auxiliary and household buildings, constructions and rooms;

schemes of installation of processing equipment;

traffic routes of raw materials, finished goods, waste, workers;

plans of external and internal networks of cold and hot economic and drinking water supply, technical water supply, heating, ventilation and sewerage (executive schemes).

7. All rooms, processing equipment of the company, routes on schemes shall be identified.

8. Production supervision at the company is carried out according to requirements of these Sanitary standards, rules and hygienic standard rates and other technical regulatory legal acts containing requirements, obligatory for observance (further – TNPA).

9. These Sanitary standards, rules and hygienic standard rates are obligatory for observance by state bodies, other organizations, physical persons, including individual entrepreneurs.

10. The state sanitary inspection behind respect for these Sanitary standards, rules and hygienic standard rates is performed according to the legislation of the Republic of Belarus.

11. Perpetrators bear responsibility according to legal acts of the Republic of Belarus for violation of these Sanitary standards, rules and hygienic standard rates.

Chapter 2. Hygienic requirements to the territory

12. Sanitary protection zones for the companies are determined according to requirements of these Sanitary standards, rules and hygienic standard rates and Sanitary standards, rules and hygienic standard rates "Hygienic requirements to the organization of sanitary protection zones of the companies, constructions and other objects which are objects of impact on health of the person and the environment", approved by the resolution of the Ministry of Health of the Republic of Belarus of February 10, 2011 No. 11 "About approval of Sanitary standards, rules and hygienic standard rates "Hygienic requirements to the organization of sanitary protection zones of the companies, constructions and other objects which are objects of impact on health of the person and the environment" and about recognition No. 78 which voided resolutions of the Ministry of Health of the Republic of Belarus of June 30, 2009".

13. The territory of the company shall:

have the corresponding sizes, structure and the layout for simplification of servicing, prevention of pollution and release of the safe and conforming to requirements of the legislation products;

to be protected with solid fence and to exclude unauthorized access for strangers and appearance of vagrant animals;

have bias for removal of atmospheric, thawed and flushing snow in the stormwater drainage system which drains shall be closed, be regularly cleaned and be supported in good repair;

have the through or ring passage for motor transport and walking paths for workers with continuous firm (asphalted or paved) the covering which does not have hollows and other defects;

be kept clean at all seasons of the year (to be cleared during the day of pollution; watering of the territory and green plantings as required shall be carried out to warm season before cleaning; during the winter period of year – to be performed cleaning of passes and drives of snow and ice with subsequent their export, topping of passes and drives with the means which are preventing sliding and not exerting negative impact on the environment, and another).

Besides, the territory of the company adjacent it is direct to buildings, shall be free from grass and have asphalt concrete covering.

14. In independent functional zones the zone of sanitary protection of the mineral springs intended for bottling and zone of sanitary protection of sources of water supply around artesian wells and underground storage tanks for water storage shall be allocated.

15. The arrangement of buildings and constructions in the territory of the company shall provide possibility of transportation of raw materials and finished goods without crossing of ways of transportation (flows).

16. Before each entrance (exit) to factory buildings and household premises of the company ballot boxes for garbage shall be established. At entrance to factory buildings lattices for cleaning of footwear are arranged.

17. The container, construction and economic materials, fuel shall be stored in warehouses or under canopy on the platforms which are specially equipped, having continuous concrete or asphalt covering.
