Based on the Law of the Republic of Belarus of November 23, 1993 "About sanitary and epidemic wellbeing of the population" in edition of the Law of the Republic of Belarus of May 23, 2000, the Regulations on the Ministry of Health of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of August 23, 2000 No. 1331, in edition of the resolution of Council of Ministers of the Republic of Belarus of August 1, 2005 the No. 843 Ministry of Health of the Republic of Belarus DECIDES:
1. Approve the enclosed Sanitary standards, rules and hygienic standard rates "Hygienic requirements to aero ionic composition of air of production and public places".
2. Declare invalid the paragraph the fourteenth Item 1 of the resolution of the Chief state health officer of the Republic of Belarus of December 31, 1998 No. 53 "About enforcement of health regulations and regulations, hygienic standard rates".
3. This resolution becomes effective in 15 working days after its signing.

1. These Sanitary standards, rules and hygienic standard rates "Hygienic requirements to aero ionic composition of air of production and public places" (further – Health regulations) establish sanitary and hygienic requirements to aero ionic composition of air of production and public places and are directed to prevention of adverse effect on health of the person of excessive or insufficient content of aero ions in air of these rooms.
2. For the purposes of these Health regulations the following main terms and their determinations are used:
deionization – decrease in ionic composition of air as a result of ad hoc methods of its processing in air conditioning system;
breath zone – the space limited with a radius of 50 cm on behalf of the person;
ionizers – devices which provide the set concentration of ions of certain polarity in air;
air ionization – the process of transformation of neutral atoms and molecules of air in electrically charged particles (ions) caused by impact on the air circle of radioactive, x-ray, ultra-violet radiations, thermoissue, photoeffect, availability of high levels of voltage in production equipment, influence of cosmic rays, radioactive radiation of natural materials;
aero ionization source – the natural phenomena (space and other ionizing radiation, natural radioactive decay), engineering procedures and the equipment (x-ray and ultra-violet radiations, thermoissue, photoeffect) and special devices (artificial ionization) in case of which impact on the air circle there is formation electrically of charged particles (ions);
air conditioning – creation and maintenance in the enclosed space of the certain set air parameters (temperature, relative humidity, structure and speed of movement), people, optimum for health, and also implementation of engineering procedures;
minimum and maximum admissible values of aero ions in air – values of the normalized indicators of aero ionization determining the ranges of the minimum and maximum concentration of aero ions of negative and positive polarity and coefficient of unipolarity from which variations can lead to adverse effects for health of the person;
air conditioning system – complex of the technical means and actions providing maintenance in rooms of comfortable temperature, moist and high-speed indicators of the air circle.
3. Assessment of level of aero ionization of the air circle is made in rooms:
closed, with the artificial habitat;
in which finishing and equipping the synthetic materials or coverings capable to accumulate electrostatic charge are used;
in which the equipment capable to create electrostatic fields, including the video display terminals and technical means of mechanization and automation of engineering and managerial work leading to change of aero ionic composition of air is operated;
equipped with systems of forced ventilation, cleaning and (or) air conditioning;
in which aero ionizers and deionizers are operated;
in which engineering procedures of melting or welding of metals are performed;
in which x-ray installations, the diagnostic and other medical equipment capable to change ionic composition of air are operated;
in which processing equipment on production of polymeric, film and sheet materials is operated.
4. Requirements of these Health regulations do not extend to production rooms at which air circle there can be aerosols, gases and (or) vapors of hazardous substances which concentration exceed hygienic standard rates for air of the working area.
5. Requirements of these Health regulations are obligatory for observance by state bodies, other organizations, physical persons, including individual entrepreneurs.
6. Technological documentation regarding requirements for providing aero ionic composition of air of production and public places shall conform to requirements of these Health regulations.
7. The state sanitary inspection behind observance of these Health regulations is exercised according to the procedure, established by the legislation of the Republic of Belarus.
8. Perpetrators bear responsibility according to the legislation of the Republic of Belarus for violation of requirements of these Health regulations.
9. The aero ionic composition of air of production and public places is established by these Health regulations depending on processes of ionization and deionization which normalized indicators are:
concentration of aero ions (minimum admissible and the most admissible) both polyarnost
determined as quantity of aero ions in one cubic centimeter of air (ion/cm 3);
coefficient of unipolarity (U) minimum admissible and the most admissible, determined as the attitude of concentration of aero ions of positive polarity towards concentration of aero ions of negative polarity.
10. Content of easy aero ions and coefficient of their unipolarity in the air circle of production and public places shall not go beyond the normalized values according to appendix to these Health regulations.
