About approval of Health regulations and regulations 2.2.3.13-57-2005 "Hygienic requirements to the organizations using work of disabled people"

1. Approve the enclosed Health regulations and regulations 2.2.3.13-57-2005 "Hygienic requirements to the organizations using work of disabled people" and to enact them in the territory of the Republic of Belarus since April 1, 2006.
2. From the moment of enforcement of Health regulations and regulations 2.2.3.13-57-2005 "Not to apply hygienic requirements to the organizations using work of disabled people" in the territory of the Republic of Belarus "Single health regulations for the companies (production associations), shops and sites, held for use disabled people of work and retirement pensioners" No. 2672-83, approved as the Deputy Chief state health officer of the USSR on March 1, 1983.
3. To the chief state health officers of the administrative territories this resolution to inform all interested and to establish control of its execution.

1. These Health regulations and regulations (further – Rules) reducings injury rate, decrease in incidence, and also elimination of the factors and conditions which are harmfully influencing health of the working disabled people are developed for the purpose of creation of conditions for recovery of health and prolongation of the active period of life, simplification of biological and social adaptation, increase in working ability of disabled people.
2. In these rules the main hygienic requirements to the organizations using work of disabled people are stated.
3. During the designing and reconstruction of the organizations using work of disabled people in addition to these rules, it is necessary to be guided by health regulations and regulations (further – the SanPiN), hygienic standard rates (further – GN), appropriate sections of construction regulations and rules (further – Construction Norms and Regulations, SNB), the technical regulatory legal acts (further – TNPA) societies of blind people, deafs, the Ministry of Labour and Social Protection of the Republic of Belarus regulating work of disabled people.
5. The organizations using work of disabled people are recommended to be created taking into account the contingent of persons with reduced working capacity.
6. Recognition of persons by disabled people, determination of extent of disability, and also conditions and types of work of disabled people, according to the current legislation, is assigned to medico-rehabilitation commissions of experts (further – MREK). Compliance of sanitary and hygienic working conditions for use of work of persons with reduced working capacity is determined by bodies and organizations of the state sanitary inspection (further – bodies of state sanitary inspection).
