About introduction of amendments to some laws of Ukraine concerning delegation of power on normative regulation of pricing in the field of construction of highways public
The Verkhovna Rada of Ukraine decides:
I. Make changes to the following laws of Ukraine:
1. Part the second article 17 of the Law of Ukraine "About investing activities" (Sheets of the Verkhovna Rada of Ukraine, 1991, No. 47, Art. 646; 2019, 46, 295) to state No. to the Art. in the following edition:
"The construction cost is determined based on approved by the central executive body which provides forming and realizes state policy in the field of construction, town planning and architecture, estimate norms and standard rates on pricing in construction which are obligatory when implementing construction of facilities (except highways public) with attraction of budgetary funds, means of the state and utility companies, organizations and organizations, the loans granted under the state guarantees. The construction cost, reconstruction, repair and content of highways public is determined based on the techniques and rules approved by the central executive body which provides forming and realizes state policy in the field of road economy".
2. Part the second article 7 of the Law of Ukraine "About the prices and pricing" (Sheets of the Verkhovna Rada of Ukraine, 2013, No. 19-20, of Art. 190; 2019, 46, 295) to state No. to the Art. in the following edition:
"2. Forming, development and approval of estimate norms and standard rates on pricing in construction, determination of procedure for their application, check of observance of these regulations and standard rates in case of calculation of construction cost of objects (except highways public) which are under construction with attraction of budgetary funds, means of the state and utility companies, organizations and organizations, the loans granted under the state guarantees are performed by the central executive body which provides forming and realizes state policy in the field of construction, town planning and architecture.
