1. Approve and enact from the date of official publication the enclosed Technique of determination of the standard rate of the cost of 1 sq.m of total area of housing across the Russian Federation and average market value of 1 sq.m of total area of housing on subjects of the Russian Federation.
2. Declare invalid the resolution of the State Committee for Construction of Russia of August 31, 2001 of N104 "About Approval of the Technique of Determination of Average Market Value of 1 Sq.m of Total Area of Housing for Calculation of the Size of Non-paid Subsidies and Acquisition Loans of Premises Citizens with Attraction of Financial Resources of the Federal Budget".
