1) in Article 3:
a) state part 8 in the following edition:
"8. The control and calculating body of the municipality allocated with the status of the municipal district, municipal district, city district or city district with intracity division has rights of the legal entity. The control and calculating body of the municipality allocated with other status can have rights of the legal entity according to the charter of the municipality.";
b) add with part 13 of the following content:
"13. Control and calculating bodies can establish departmental awards and distinctions, to approve regulations on these awards and signs, their descriptions and drawings, procedure for rewarding.";
2) article 4 after the word "independence" to add with the word", opennesses";
3) in Article 5:
a) regarding 1 word "one position of the deputy can be provided" shall be replaced with words "positions of deputies can be provided";
b) state part 3 in the following edition:
"3. Positions of the chairman, vice-chairmen and auditors of control and calculating body belong respectively to the state positions of the subject of the Russian Federation, municipal positions.";
