For the purpose of encouragement of scientific, creative and innovative activities, increase in competitiveness and responsibility of intellectual community, implementation of modern technologies, the Government DECIDES: promotions of progressive values and adequate assessment of contribution of outstanding figures to development of science, economy, culture and art

1. Found the State award in the amount of one million lei everyone for each of ten works in the following areas:

a) science;

b) technologies;

c) culture and art.

2. Award of the State award is performed according to the offer of National council on award of the State award by the Independence Day - on August 27, every two years.

3. For the purpose of selection of applicants, assessment and preparation of offers on award of the State award the presidential decree of the Republic of Moldova for the 2-year period creates National council on award of the State award as a part of 15 people, including 5 representatives offered by the Government, 5 - Academy of Sciences of Moldova and 5 - civil society (the scientific, innovative and creative unions). The chairman of National council is elected by secret vote by members of council.

4. The organization of the current activities of National council for award of the State award is provided with the State office. For this purpose the secretary general of the Government appoints the secretary of National council which is responsible for ensuring organizational and information activities and maintaining documentation of Council.

5. Approve Regulations on the State award according to the appendix N 1.
