"Financial accounting of material values of the state material reserve in Committee on the state material reserves of the Ministry of Emergency Situations of the Republic of Kazakhstan (further – Committee) is conducted on single balance in the chart of accounts for accounting of material values of the state material reserve according to appendix to this Instruction based on the Chart of accounts of financial accounting of the public institutions approved by the order of the Minister of Finance of the Republic of Kazakhstan of June 15, 2010 No. 281 (it is registered in the Register of state registration of regulatory legal acts for No. 6314) (further – the Chart of accounts).
By delivery, release, write-off, movement, transfer to balance to other state bodies of material values, the state material reserve financial accounting is kept according to this Instruction and Rules of conducting financial accounting.";

On account 1340 "Goods" are considered the utilized goods.
