About introduction of amendments to some laws of Ukraine concerning streamlining of single questions of the organization and activities of local government bodies and district public administrations

The Verkhovna Rada of Ukraine decides:

I. Make changes to such laws of Ukraine:

1. In the Law of Ukraine "About local self-government in Ukraine" (Sheets of the Verkhovna Rada of Ukraine, 1997, No. 24, Art. 170 with subsequent changes):

1) to include the paragraph of the seventh of the following content in part one of Article 5:

"the regional and regional councils representing common interests of territorial communities of villages, settlements, cities";

2) in the Section V "Final and transitional provisions":

add with Items 6-1 and 6-2 of the following content:

"6-1. Before adoption of law on the administrative-territorial device of Ukraine the terminations of powers of village, settlement, city councils, their executive bodies, and also reorganization of village, settlement, city councils, their executive bodies as legal entities in connection with changes in the administrative-territorial device of Ukraine are performed taking into account following provisions:

1) in day of finding of powers by village, settlement, city council, the chosen territorial community which territory is approved by the Cabinet of Ministers of Ukraine (further - the created territorial community) powers of village, settlement, city councils, the rural, settlement, city chairmen elected by territorial communities which territory is included in the territories of the developed territorial community (further - defunct territorial communities) stop;

2) after the termination of powers of the village, settlement, city councils elected defunct territorial communities (further - councils which stop), their executive committees continue to perform the powers before approval by the village, settlement, city council elected the created territorial community (further - newly elected council), staff of its executive committee. During the specified term the rural, settlement, city chairman elected by the created territorial community heads such executive committees and is their members;
