The government of the Russian Federation decides:

Changes which are made to appendix to the Order of the Government of the Russian Federation of July 17, 2015 No. 719

1. Add the Section XV with the line item classified by code on OK 034-2014 (KPES 2008) from 25.29.12.190, following contents:

availability at the legal entity - the tax resident of member countries of the Eurasian Economic Union of the rights to design and technical documentation on the block of accumulators of gas in the amount sufficient for production, upgrades and developments of the corresponding products, for the term of at least 5 years;

availability in the territory of one of member countries of the Eurasian Economic Union of the service center, authorized to perform repair, after-sale and guarantee maintenance of products;

production (implementation) in the territory of the Russian Federation following components and technological transactions:

production of vessels (cylinders) (20 points);

production of pipeline lines (10 points);

assembly of the block on single frame and testing (10 points);

observance of percentage cost portion of the foreign details used in case of production of goods, nodes and component parts - no more than 20 percent of cost of all nodes and component parts used in case of production of goods (20 points).

2. In the Section XVI after the line item classified by code on OK 034-2014 (2008) 28.13.26, to add KPES with the line items classified by code on OK 034-2014 (KPES 2008) from 28.13.26, following contents:

production of framework: cutting, it is sharp, flexible, welding, coloring (15 points);

production of the protective (sound-absorbing) case: cutting, it is sharp, flexible, welding, coloring (15 points);

production of the drive (it is allowed in the territory of member countries of the Eurasian Economic Union) (15 points);

production of cases (panels) of management: it is flexible, welding, coloring, the soldering, wiring (15 points);

assembly of the compressor aggregate (20 points);

production of the filling modules (integrated or autonomous) (25 points);

testing of compressor installation (15 points);

output quality control of the respiratory air made by compressor installation of respiratory air (25 points)".

3. In the Section XXII after the line item classified by code on OK 034-2014 (2008) from 26.51.52.130, to add KPES with the line item classified by code on OK 034-2014 (KPES 2008) from 28.99.39.190, following contents:

"from 28.99.39.190

Fuel filling column compressed natural gas

availability at the legal entity - the tax resident of member countries of the Eurasian Economic Union of the rights to design and technical documentation on fuel filling column compressed natural gas in the amount sufficient for production, upgrades and developments of the corresponding products, for the term of at least 5 years;

availability in the territory of one of member countries of the Eurasian Economic Union of the service center, authorized to perform repair, after-sale and guarantee maintenance of products;

production (implementation) in the territory of the Russian Federation following components and technological transactions:

production of framework: cutting, it is sharp, flexible, welding, coloring (10 points);

production of the protective case: cutting, it is sharp, flexible, welding, coloring (10 points);

production of the control unit (30 points);

production of the filling device (10 points);

production of filling sleeves of high pressure (10 points);

observance of percentage cost portion of the foreign details used in case of production of goods, nodes and component parts - no more than 30 percent of cost of all nodes and component parts used in case of production of goods (20 points)".

4. Add with the note 8 of the following content:

"8. For the purposes of implementation of purchases of products of oil and gas mechanical engineering for ensuring the state and municipal needs within the Federal Law "About Contractual System in the field of Purchases of Goods, Works, Services for Ensuring the State and Municipal Needs" and receipt of the measures of the state support established by other regulatory legal acts of the Government of the Russian Federation providing in quality of the requirement availability of the conclusion about confirmation of the production of industrial output in the territory of the Russian Federation issued according to this resolution in case of production within calendar year by the legal entity of products of oil and gas mechanical engineering the requirements and technological transactions provided by appropriate sections of this appendix concerning these products which are in total estimated by the following number of points shall be fulfilled:

from 25.29.12.190 "Block of accumulators of gas": since January 1, 2022 - at least 30 points, since January 1, 2023 - at least 40 points, since January 1, 2024 - at least 50 points;

from 28.13.26 "Compressor installations based on piston volume compressors for automobile gas-filling compressor stations": since January 1, 2022 - at least 115 points, since January 1, 2023 - at least 135 points, since January 1, 2024 - at least 150 points, since January 1, 2025 - at least 160 points;

from 28.13.26 "Compressor installations of respiratory air": since January 1, 2022 - at least 80 points, since January 1, 2024 - at least 90 points, since January 1, 2026 - at least 100 points;

from 28.99.39.190 "Fuel filling column compressed natural gas (CNG)": since January 1, 2022 - at least 40 points, since January 1, 2023 - at least 50 points, since January 1, 2024 - at least 60 points.".
