About modification and amendments in the Law "About State Registration of the Rights to Property"

Article 1. "About state registration of the rights to property" (further - the Law) to state part 6 of article 24 of the Law of April 14, 1999 to No. ZR-295 in the following edition:
"6. The rights arising from transactions on origin, change, assignment of rights on the real estate (except for unilateral transactions) shall be provided to state registration no later than within 30 working days from the date of notarial assurance of these transactions.
Non-compliance with requirements of this part results in invalidity of the transaction, except as specified, when there are bases established by part 6.1 of this Article. The similar transaction is cancelled.
Each of the parties of this transaction can submit the statement for state registration of the rights arising from the transaction.".
Article 2. To add article 24 of the Law with part 6.1 following of content:
"6.1. The omission of the term specified in part 6 of this Article is considered valid if the applicant proves circumstance of the omission of term owing to circumstances (in the absence of his fault).
The authorized body performing state registration based on the statement considers the omission of term valid if:
1) as obstacle for filing of application about state registration in the specified time the extraordinary and insuperable circumstance (force majeure) in these conditions served;
2) as obstacle for filing of application about state registration in the specified time such disease of the applicant which interfered with realization of its right served;
3) as obstacle for filing of application about state registration in the specified time the applicant's involvement into military operations or fighting tasks as a part of armed forces or in execution of other service duties served;
