About change of the resolution of the Ministry of Emergency Situations of the Republic of Belarus of April 13, 2020 No. 15
Based on subitem 7.4 of Item 7 of the Regulations on the Ministry of Emergency Situations of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of December 29, 2006 No. 756, the Ministry of Emergency Situations of the Republic of Belarus DECIDES:
1. Bring in regulations and rules on ensuring nuclear and radiation safety the "General provisions of safety of nuclear power plants" approved by the resolution of the Ministry of Emergency Situations of the Republic of Belarus of April 13, 2020 No. 15, the following changes:
the second Item 150 to state part in the following edition:
"No later than one year after completion of stage of trial operation the final version of OOB NPP which shall consider the results received at stages of physical, energy start-up and trial operation of the block of the NPP shall be developed.";
state Item 151 in the following edition:
"151. The first delivery of nuclear fuel on the platform of the NPP is allowed after conducting check of readiness of the NPP for delivery of nuclear fuel in the presence of plans of protection of personnel and the population in case of accident on the NPP and ensuring readiness of their realization and receipt of the special permission (license) issued by the republican state body performing state regulation of activities for safety when using atomic energy.
The first loading of regular active zone, testing in subcritical condition of reactor installation, accomplishment of physical experiments at minimum controlled level, energy start-up and trial operation are permitted after conducting check of readiness for the corresponding stages of commissioning of the NPP and receipt of special permissions (licenses) issued by the republican state body performing state regulation of activities for safety when using atomic energy.
