About introduction of amendments to the Air code of Ukraine concerning enhancement of the mechanism of collection of the state charges for each passenger who departs from the airport of Ukraine and for each ton of cargo which is dispatched or arrives to the airport of Ukraine
The Verkhovna Rada of Ukraine decides:
I. Bring in the Air code of Ukraine (Sheets of the Verkhovna Rada of Ukraine, 2011, Art. No. 48-49, 536) the following changes:
1. Add Article 1 with Item 31-1 of the following content:
"31-1) state collections from the subject of aviation activities - obligatory non-tax payment in the State specialized fund of financing of nation-wide expenses on aviation activities and participation of Ukraine in the international aviation organizations as Ukraine constituting the Government budget which is levied from the subject of aviation activities according to the legislation".
2. The ninth articles 12 after the words "List, Size and Payment Procedure of the State Fees" to add part with words "(except the state collection for each passenger who departs from the airport of Ukraine and the state collection for each ton of cargo which is dispatched or arrives to the airport of Ukraine)".
3. Add with Article 12-1 of the following content:
"Article 12-1. Features of collection and rate of charge for each passenger who departs from the airport of Ukraine and the state collection for each ton of cargo which is dispatched or arrives to the airport of Ukraine
1. The state collection for each passenger who departs from the airport of Ukraine and the state collection for each ton of cargo which is dispatched or arrives to the airport of Ukraine, are obligatory non-tax payments in the State specialized fund of financing of nation-wide expenses on aviation activities and participation of Ukraine in the international aviation organizations which are levied from air carriers according to the procedure, determined by this Code.
2. The state collection for each passenger who departs from the airport of Ukraine and the state collection for each ton of cargo which is dispatched or arrives to the airport of Ukraine, are not levied in case of making:
