Article 2. To exclude from Item 10 of article 60 of the Code of the word "beyond administrative limits of community".
Article 3. Item 2 of Article 61, part 6 of Article 75 and the second paragraph of part 2 of article 76 of the Code to recognize invalid.
Article 4. To add part 2 of article 63 of the Code after the word of "State" with the words "and communities".
Article 5. Part 9 of article 64 of the Code:
