About introduction of amendments to the Law of the Kyrgyz Republic "About refugees"

Bring in the Law of the Kyrgyz Republic "About refugees" (Sheets of Jogorku Kenesh of the Kyrgyz Republic, 2002, No. 5, the Art. 203) the following changes:
And third Article 2 of the word "law-enforcement bodies" shall be replaced with words 1) in parts two "authorized state body in the field of registration of the population";
2) part the second Article 3 to recognize invalid;
3) in Article 4:
a) add Article with part six of the following content:
"The certificate granted by authorized body at the check point through frontier to persons petitioning for provision of the status of the refugee without documents granting the right to crossing of frontier is the basis for entrance of person on the territory of the Kyrgyz Republic for further holding procedure of determination of the status of the refugee.";
b) add Article with part nine of the following content:
"To person refuses in registration of the petition for recognition by his refugee in cases:
- if to person it was refused the recognition by his refugee according to the procedure established by the legislation on the refugees, on condition of absence who opened again or new circumstances earlier;
- if person is condemned according to the become effective court verdict for making of serious crime in the territory of the Kyrgyz Republic;
- if person had the status of the refugee earlier and voluntarily left the Kyrgyz Republic in country of source or the third country on permanent residence.";
"Law-enforcement bodies" shall be replaced with words 4) in part four of Article 7 of the word "authorized state body in the field of registration of the population".
This Law becomes effective after ten days from the date of official publication.
